PLEASE NOTE: Due to COVID-19, all of our offices are closed therefore staff are working remotely. While you are too able to perform the position remotely during the pandemic, we hope to reopen our doors and are therefore looking for someone who can commute or relocate at your expense to the headquarters office in Santa Clara, CA.

The housing counseling, mediation, and other dispute resolution programs administered by Project Sentinel are funded by local cities and counties for a budget of $1,270,000 supporting a staff of 17, operating from five offices.

Programs managed by the Dispute Resolution department currently include the counties of Santa Clara, San Mateo, Stanislaus and city of Fremont, Fairfield and Hayward.  Contract topics encompass general tenant-landlord counseling, rent control, mandatory dispute resolution participation and Superior Court mediation (Unlawful Detainer, Small Claims, civil harassment).

Organizational Structure

The Director directly reports to the agency’s Executive Director and provides the Executive Director with budgetary input.

The Director has two direct reports: The Counseling and Mediation Programs Manager and the Education and Special Programs Manager. The Counseling and Mediation Programs Manager supervises all counseling and mediation programs, program staff and volunteer mediation panels. The Education and Special Programs Manager oversees outreach and education efforts and supervises rent stabilization and court programs as well as other specialized programs, program and outreach staff and paid mediation and arbitration panels.

Duties

The Director of Dispute Resolution Programs assumes overall responsibility for the performance of all Dispute Resolution staff and programs as well as compliance with the Dispute Resolution contracts. The Director is the ultimate point of contact for all Dispute Resolution program contracts and oversees all personnel decisions made for Dispute Resolution staffing.

In addition, the Director is tasked with the following:

  • Develops counseling, mediation and arbitration programs, including having responsibility for the successful implementation of new Dispute Resolution programs and contracts
  • Attends meetings with governmental staff or ruling bodies to address funding and programmatic issues arising from the activities of the Agency
  • Looks and applies for new funding from the public sector as well as private foundations etc. Works with the executive director to secure new sources of funding from the public.
  • Leads collaborative efforts with other agencies, advocate groups and local government departments
  • Oversees strategic planning efforts
  • Networks with current and future partnering agencies and funding sources
  • Carries out special projects and other tasks as assigned by the Executive Director
  • Submits annual reports and reviews quarterly reports
  • Represents the agency in program performance audits
  • Attends the agency’s Board of Directors meetings, providing input as appropriate

Qualifications

Minimum qualifications for this position include a bachelor’s or master’s degree in law, human services, dispute resolution or related field and prior employment experience as a community mediation manager and/or professional mediator.

Pay: $60,000.00 - $70,000.00 per year
