Since 1981 CHRIS 180 has been dedicated to healing and recovery for children, youth, adults and families.  CHRIS 180 is a behavioral health organization that provides 360° services.  A growing $33 million organization with over 385 employees, CHRIS 180 services include: counseling for the community at large; school based mental health counseling; homes for abused, neglected foster children with emotional and behavioral problems; supportive housing for single and parenting young people, ages 17 – 24 who are homeless or aging out of foster care; in-home wraparound services and community programs that strengthen families and communities; outreach, a drop-in center and community housing for older teens, young adults and young adult families; a community center; an adoption program for children in foster care; and, training for professionals, human service workers, educators, volunteers, individuals and organizations who work within the community with children, youth and families.  The goal for all services is to promote healing and resiliency that unlocks the potential that resides in each person to help them become self-sufficient, contributing adults who have the skills to navigate life’s challenges and flourish.

Program Overview

The CHRIS 180 Behavioral Health program provides counseling services for children, adolescents, adults and families in the metro Atlanta area.  There are five Clinical Directors, six counseling center locations and a school based mental health program that currently serves 72 schools. In addition, through many local partnerships with local service providers, on-site counseling and support are provided. Services include behavioral health assessments, diagnostic verifications, service plan development sessions, individual counseling, family counseling, group counseling, community support, case management, and nursing and psychiatric services. The Chief Clinical Officer (CCO) is a forward-thinking individual who supervises the management of all Counseling Centers, the Integrated Health Clinic and supervises the Clinical Directors and Utilization Management Team. The CCO manages all current partnerships (MOUs) and is responsible for seeking and adding new partners as appropriate.  The CCO coordinates all services including training of personnel and ensures there is consistency of services and systems across CHRIS 180 Behavioral Health services and counseling centers.

Position Description

The Chief Clinical Officer is a new position for the organization and reflects our growth and potential for future growth in behavioral health. The individual must be a leader and strategic forward thinker with the social and emotional intelligence necessary to build positive working relationships with a variety of diverse stakeholders, externally and internally.  The CCO must be analytical, organized, data oriented and able to make decisions in a fast-paced environment.  The CCO is responsible to lead and grow the behavioral health components of CHRIS 180, function as a collaborative partner with other departmental leaders and represent CHRIS 180 to the public as a clinical professional leader.  The CCO will establish and maintain positive working relationships with the State Department of Behavioral Health and Developmental Disabilities, with the Department of Community Health, private insurance companies, federal funding sources and the community at large on behalf of CHRIS 180.  

The Chief Clinical Officer reports directly to the CEO and will serve as a member of the executive leadership team. They must have a demonstrated commitment to racial equity and social justice and represent the values of CHRIS 180 to all our stakeholders, the community at large and our diverse and inclusive management, clinical and community staff.

The CCO is responsible for the oversight and success of CHRIS 180’s Behavioral Health services, Utilization Management and Integrated Health Care Clinics. The Chief Clinical Officer must be knowledgeable about ASO audits, DBHDD guidelines, insurances, and billing processes. Licensure, clinical knowledge of best practices, trauma-informed care and clinical experience working with children, youth, adolescents, and families is a requirement.  The CCO must understand grant reporting, data collection, monitor government grant opportunities and lead efforts working with grant writers to secure federal, state, and local funding for behavioral health services. Knowledge of Medicaid and private insurance billing, budgets and managing employees is critical.  Primary duties include but are not limited to the following:

QUALIFICATIONS/COMPETENCIES

The Chief Clinical Officer must possess the following:

  • Master’s degree in social work, marriage and family therapy or professional counseling,  psychology or a related field
  • Have active independent clinical licensure and maintain licensure in good standing while employed
  • At least ten years of management experience and experience in clinical supervision
  • Knowledge and understanding of trauma-informed Behavioral Health Services
  • Knowledge of a systematic approach to services
  • Knowledge of billing processes and policies
  • Prior experience working in the human services field and working with trauma

Leadership, Management, Supervision and Support of Behavioral Health Clinical Directors and Utilization Management (UM) Manager

  • Responsible for up to eight direct reports who currently lead teams totaling over 150 staff serving more than 8,000 clients annually
  • Screen, interview, and select Clinical Directors and assist in other hiring needs within the Behavioral Health department
  • Provide ongoing management, oversight, coaching and guidance to Behavioral Health staff
  • Promote positive working relationships among Behavioral Health employees
  • Ensure adequate staffing is maintained throughout the year
  • Provide direction for growth and development and participate in the evaluation of staff members

Collaborative Partnerships 

  • Responsible for managing collaborative internal and external community partnerships to advance the mission of the organization and support achieving the goals of behavioral health department 
  • Develop, review and recommend partnerships to the CEO and work to ensure appropriate design, funding, and implementation 

Administrative Oversight

  • Responsible for creating and managing the Behavioral Health budget in collaboration with direct reports and CFO
  • Lead Behavioral Health meetings, contract meetings, partnership meetings and DBHDD meetings, as appropriate
  • Remain up to date on current DBHDD polices, insurance policies and ASO auditing guidelines
  • Assist and Coordinate Performance Quality Improvement (PQI), periodically reviewing/revising Behavioral Health services policies
  • Collect programmatic data for each Counseling Center and maintain a system for tracking all measures needed for organization, contract or grant reporting
  • Provide data summaries to CEO, DBHDD and contacts on a monthly basis         

Clinical Requirements and Responsibilities

  • Understand principles and practices of trauma-informed care and best clinical practices
  • Provide clinical supervision and guidance for Clinical Directors
  • Maintain licensure
  • Remain up-to-date on all clinical and administrative policies of CHRIS 180 in general and specifically as it relates to Behavioral Health services

  • Maintain confidentiality of client information
  • Maintain appropriate professional boundaries
  • Follow the CHRIS 180 Code of Ethics
  • Follow mandated reporting requirements of GA Code
  • Support and maintain an environment of emotional, psychological and physical safety for clients, staff and other stakeholders at all times

Reports to: CEO

SCHEDULE:

The work schedule requires significant flexibility to meet the needs of the Counseling Center clients, staff, and responsiveness to clinical emergencies. The Chief Clinical Officer is required to be adaptable and work occasional evenings and/or weekend events, as needed. The Chief Clinical Officer is a full -time, salaried position.
