Job Details

Heluna Health invites applications for the position of Research and Program Administrator within the Population Health Division (PHD) of the San Francisco Department of Public Health (SFDPH).

Under the supervision of the Program Manager, the Administrator will bring a customer service approach to the efficient and effective execution of activities related to fiscal management, grants management, and personnel. 

This is a temporary, grant-funded, full time, benefited position. Employment is provided by Heluna Health.

ESSENTIAL FUNCTIONS

Pre and Post Grants Management

• Develops and manages budgets and budget justifications for grant applications, including visit schedules for complex clinical trials

• Work collaboratively with Contact manager to submit grant application via various online portals

• Ensures timely submission of all interim and annual progress reports, carry forward submissions, and no-cost extension requests

Fiscal Management

• Administers the accounts payable process including coding, submitting and tracking payment of invoices and other expenses (travel, corporate credit cards, employee reimbursements etc.)

• Performs monthly reconciliation of accounts payables and researches any payables older than 30 days

• Partners with Heluna Health Accounts Payable to research queries from internal/external parties

• Facilitates purchasing and procurement of IT equipment and software, lab and office supplies, furniture, and other purchases for research grants for programs and studies

• Manages participant incentives for all research studies

• Manage tracking of FTE allocations

• Assists with preparing, monitoring, analyzing, and managing all grant and contract budgets related to Disease Prevention and Control (DPC) projects

Personnel and Other Management

• Acts as a liaison to facilitate the Heluna Health recruitment and hiring process, including distribution of job announcements, reviewing resumes/applications, responding to staff and public inquiries, and completing all other necessary paperwork

• Coordinate bi-weekly conference calls with Heluna Health head quarter support team

• Assists with ensuring new hire documents, benefit, leave and termination packets are received and completed, as well as returned to Heluna Health Human Resources

• Creates and updates employee memos and reviews documents to provide information for payroll and to answer inquiries from authorized sources

• Assists with ensuring all internal and external documents are current; documents include organizational charts, biosketches, forms and other, related documents in coordination with program staff

• Supports professional growth opportunities by coordinating staff workshops and trainings, site visits and speakers, social and team-building events, and other individual and group development activities

JOB QUALIFICATIONS

Education/Experience 

• Bachelor’s Degree in related field or a combination of relevant experience and education 

• Minimum two years of fiscal management experience with primary responsibility for monitoring budgets and expenditures preferred

• Prior experience in clinical trials and/or a research environment preferred

Other Skills, Knowledge, and Abilities

• Proficient with Microsoft Word, PowerPoint, Access; Mastery of Excel

• Willingness and ability to learn new computer programs as needed

• Excellent analytical, organizational, business administration, and communication skills 

• Evidence of sound judgment, trouble-shooting skills, and creative problem solving 

• Demonstrated ability to juggle multiple assignments and to produce materials on tight deadlines

• Demonstrated ability to take individual initiative and to collaborate effectively on teams

• Knowledge of and sensitivity to diverse communities, particularly communities of color and gay/lesbian/ bisexual/transgender communities

• Interest in supporting initiatives related to HIV/AIDS research
