Executive-level position reports to the Director of Fulton County Animal Services.  Responsible for managing field operations for Fulton County, Georgia, which consists of 15 local jurisdictions and 1+million residents.

ESSENTIAL JOB FUNCTIONS include the following. Other duties may be assigned.

  • Take responsibility for the day-to-day operations of the Field Services Department.
  • Hire, train, and coach field personnel, including dispatch support staff.
  • Develop and implement a community-focused Humane Animal Support Services model focusing on engaging and educating the community in animal related care.
  • Understand Fulton County animal control ordinances and state laws regarding animals.  Develop curriculum and teach classes to Field and Shelter staff relating to ordinance compliance, cruelty investigations, and disaster response.
  • Prepare for and coordinate with Atlanta Fulton County Emergency Management for any type of disaster which might require the assistance of Field Services.
  • Oversee daily audit of field activity to ensure all paperwork is completed accurately and follow ups are scheduled and conducted in a timely manner.  Flag any unusual activity and ensure issues are resolved quickly and professionally.  Ensure that calls for service are investigated, correct, and complete before being finalized and filed.
  • Request law enforcement procedures including warrants, arrests, search and seizures.  Work cooperatively with other law enforcement groups when joint action is required.
  • Maintain all equipment, electronics, and vehicles.  Ensure staff is trained in use and maintenance of all equipment.  Oversee equipment inventories and repair or replace as needed.
  • Provide a safe and fair work environment for animals and employees.
  • Interact with the public in a professional and knowledgeable manner to maintain public confidence and safety; speak at schools and to other community groups concerning animal control services.
  • Develop professional, cooperative relationships with law enforcement and other animal control agencies that operate within Fulton County.
  • Prepare staff for court appearances, testimony, and depositions when needed so that information is presented accurately and professionally.
  • Prepare and update law books and code sheets for staff.
  • Prepare and provide activity reports when requested.  Present activity reports to organization and county management, clarify information and answer questions.
  • Assist citizens with complainants and concerns in the field and office.

QUALIFICATIONS 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  Must be familiar with animal behavior and handling and have excellent people skills.  Preferred background includes:

  • Minimum 5 years as a Field Services Officer and/or Supervisor.
  • Four-year degree in animal-related, criminal justice, or other related field of study.
  • NACA Certification as ACO I and ACO II.
  • Additional certification and training in animal cruelty and investigation.
  • Advanced knowledge of state and county animal control ordinances and laws.
  • Expert animal handling skills for large and small animals.
  • Considerable knowledge of animal welfare programs.
  • Ability to prepare and maintain routine work records and reports.
  • Strong written and verbal skills
  • Valid, Georgia driver’s license and eligible for coverage under LifeLine’s auto insurance policy.
  • Ability to supervise the work of assigned subordinates.
  • Ability to communicate effectively, both orally and in writing.
  • Must be available to work on weekends.
  • Must pass background check and drug screening.

While performing the duties of this job, employee may be exposed to loud noises unpleasant sights and odors.  Employee may have to handle sick, injured, stray, diseased or vicious animals.  Employee must be able to work effectively and justly with a large, diverse, urban community.
