Job Details

The Manager, Youth & Placement Services provides leadership to assigned rehabilitation programs, including Early Youth and Placement Services (EYES), Placement and Medicaid Waiver. The Manager also provides the vision and strategy for cutting edge, innovative services.  The Manager drives assigned program performance to achieve the training and employment objectives of the persons served and results in successful implementation of the organization’s mission, goals and metrics for the Department. This role plans, directs, and coordinates daily operations of the assigned rehabilitation programs in an efficient manner to provide the quality and quantity of work that promotes a high degree of client choice and satisfaction.  Other responsibilities include strong budget/metrics input development & management, assisting to create programmatic vision for grant requests, personnel management, program execution, program evaluations and maintaining accreditation standards.

Essential Duties and Responsibilities:

  1. Oversees the daily operations of Tommy Nobis Center’s EYES, Placement and Medicaid Waiver programs.
  2. Assists in establishing, implementing and achievement of short- and long-range goals and objectives and assist in establishing strategic direction of TNC’s youth programs.
  3. Continuously manages and develops strategic partnerships with educational entities, teachers, parents, vocational counselors, and community stakeholders to support program objectives and achievement of desired metrics.
  4. Develops, writes, and presents comprehensive statistical and narrative program reports on program performance to executive team and directors and makes recommendations for improvements.
  5. Responsible for training and scheduling of EYES instructors to the appropriate school or facility.   Assist in the development of  EYES curriculum and ensures proper implementation.
  6. Drives program communications and real-time updates to Director, Programs and CEO.
  7. Oversees and/or coordinates the collection, compilation, and analysis of program activity data for grant reporting and other purposes.
  8. Educates the community regarding Tommy Nobis Center’s youth and coordinates with the marketing and communications team to increase awareness of the programs.
  9. Assists in the management of contract, grant, and/or state funding; approves and monitors monthly budget expenditures in coordination with the Director, Programs.
  10. Assists in preparing yearly program plans, metrics and budgets; provides interim status reports on all programs as needed.  
  11. Coordinates, and/or assists with grant/proposal formulation and writing to develop additional funding.
  12. Ensures the EYES Instructors, and other applicable staff, completes accurate and timely billing for all services delivered and reviews timecard entries, approves employee payroll and mileage.
  13. Ensures participant cases notes are prepared timely by the EYES Instructors.
  14. Prepares annual performance evaluations for roles under supervision.
  15. Drives client participation and programmatic impact of the job placement program in alignment with organizational metrics.
  16. Develops and maintains strong and effective community alliances with groups such as Georgia Vocational Rehabilitation Agency, Veterans Administration, Educational Entities, Medicaid Waiver referral agencies, and any other grant funding agencies/programs.
  17. Meets with the client and his/her case manager to develop the vocational rehabilitation service plan for assigned programs including employment training goals, measures, and career planning as needed.

  1. Provides direct supervision and management of assigned team members and oversight of program participant services.

  6. Participates in the revision an implementation of policies and procedures for the department.
  7. Participates in meetings to discuss participant progress and issues as needed.
  8. Assists in preparation of Rehabilitation Department reports for Board meetings.
  9. Represent Tommy Nobis Center in agency meetings and takes part in community activities to foster cooperation, increase public awareness in order to market Tommy Nobis Center’s programs and services.
  10. Maintain confidentiality and oversees all reporting requirements of GVRA, CARF, and other Federal and State agencies as well as Tommy Nobis Center’s policies and procedures. 

Qualifications

Education / Experience:

  • Bachelor’s Degree in Rehabilitation, special education, rehabilitation, sociology, behavioral sciences or business administration or related field.
  • 3 years of program management experience and supervision of staff
  • Experience working with individuals with disabilities.
  • Experience working with youth.
  • Must be able to multi-task
  • Developing programmatic marketing materials and strategic partnerships
  • Performance management skills

Prior Experience Desirable:

  • 4 years’ experience in rehabilitation or related field in program management
  • Certified Rehabilitation Counselor (CRC) preferred.
  • Supervision of direct service staff
  • Placement Experience

  • Must pass a drug screen and background check.
  • Eligibility to work in the United States.
