MEDA is advancing strategies to create asset building opportunities for San Francisco’s Latino families and in the Mission District through: (1) our core, integrated Asset Building Programs related to housing, financial capability, workforce development, business development and tax preparation; (2) serving as a backbone agency to advance educational achievement and family economic success through the Mission Promise Neighborhood 2-generation approach; (3) creating and preserving affordable housing and commercial real estate in the Mission District through Community Real Estate; (4) providing access to capital and innovative financial products through Fondo Adelante; and (5) Policy & Advocacy efforts that support our mission. 

POSITION DESCRIPTION

Reporting to the COO, the Director of Human Resources & Operations is a member of the Management Team and is responsible for leadership and implementation of MEDA’s human resources, professional development and operations strategies for a staff of 75. The Director of Human Resources & Operations leads a team of three, including a part-time HR Manager who performs technical and compliance aspects of HR, a full time Receptionist who is responsible for greeting and screening clients and visitors of MEDA, and performing office support functions, and a part-time Operations Assistant. This position requires a professional who can juggle multiple functions while providing a level of care and personal attention to the professional development of the employees. Due to the COVID-19 pandemic, this position will work remotely initially, and will work on-site at MEDA’s offices in the heart of the Mission District when it is safe to do so.

JOB RESPONSIBILITIES

Leadership Development & Organizational Culture

  • Participate as a member of the Management Team in bringing HR/Operations perspective to all strategic initiatives of the organization
  • Participate in Board of Directors meetings, ensuring that the Board of Directors is engaged in relevant HR/Operations conversations and decisions, and is provided with accurate and relevant reports and materials
  • Collaborating with Management Team & staff working groups, lead and develop MEDA’s internal racial equity strategies related to organizational culture, recruitment, and talent development
  • Lead and develop MEDA’s Professional Development plan, providing a calendar of opportunities available to all staff, ensuring each staff person has a Professional Development Plan, and  coaching Directors and Managers on opportunities for their teams
  • Supervise the HR/Ops team which consists of a part time HR manager, part time operations assistant and the agency receptionist.

Human Resources Management

  • Oversee recruitment, interviewing, hiring and onboarding process with HR Manager; supervise recruiters where applicable for specific positions
  • Ensure that MEDA recruits and retains a diverse, culturally competent workforce that represents the community it serves
  • Oversee the performance management process by ensuring that 360 degree performance reviews are completed annually, performance issues are addressed, and serve as a coach for supervisors around team performance 
  • With supervisors, address employee concerns, complaints and resolve conflicts that arise.  Conduct HR investigations when needed, in consultation with agency counsel 
  • Ensure HR compliance with local, state and federal laws and regulations, in consultation with legal counsel where needed
  • Support employees in the off-boarding process, including performing exit interviews
  • Develop and administer a compensation plan and conduct an annual equity analysis of key HR metrics including turnover, hiring, compensation and benefits
  • Maintain accurate and up-to-date confidential HR files
  • Oversee volunteer and intern processes
  • With HR Manager, oversee benefit administration including negotiation of annual renewals and open enrollment
  • Ensure consistent compliance with MEDA personnel policies and procedures through onboarding, staff training, and annual review and updates to personnel policies and procedures
  • Manage staff leaves of absence (FMLA, CFRA, etc.)

Operations and Compliance

  • With HR/Operations and Asset Management teams, oversee MEDA operations functions such as office space, technology, printing, reception and safety
  • Ensure that MEDA has robust insurance packages for all levels of operations that is renewed annually
  • Work with IT contractor to ensure that employees have the necessary technology to efficiently do their work
  • Develop and maintain written documentation for office and HR procedures

QUALIFICATIONS

  • Bachelor’s Degree with coursework or certification in Business Administration, Human Resources, Organizational Development or a related field.  PHR, SHRM-PC certification a plus.
  • At least 5 years of senior leadership experience in Human Resources management, with demonstrated success in providing HR leadership for a strong, motivated team of staff at a mid-size or larger organization or company.
  • Excellent communicator, ability to connect with individuals of diverse backgrounds
  • Expertise in state, federal and local laws and policies pertaining to human resources management and nonprofit organizations.
  • Must possess excellent organizational, analytical and interpersonal skills.
  • Ability to excel at details, multi-tasking and working under pressure.
  • Must have experience working with diverse populations
  • High level of discretion in sharing information; ability to manage and keep confidential sensitive personal information
  • Strong computer skills including utilization of database systems
  • Bilingual English-Spanish is a plus
