 Government Affairs & Policy Consultant 

The Georgia Campaign for Adolescent Power & Potential (GCAPP) seeks to retain a Government Affairs & Policy Consultant to secure local and state government funding and address adolescent health policy through the passage of legislation, through government agencies, through inclusion in the local and state budget and/or through other possible methods. The Government Affairs & Policy Consultant will represent GCAPP’s interests before the legislative and executive branches of city, county, and state government. The GCAPP senior leadership team seeks responses from interested individuals and firms. To be considered, all responses must be received by GCAPP leadership on or before the response deadline of September 30, 2020. 

Below, please find a listing of the required scope of services. Responses should provide sufficient information on the individual’s/firm’s ability to provide the desired scope of services and should also include specific information regarding each of the following: 

  • Listing of your primary office location, and any other office locations.
  • Describe your knowledge of and any involvement you have had with GCAPP as well as other public health and/or youth development organizations. 
  • Give specific examples of successful policy lobbying experience on behalf of similar clients or other nonprofit entities and for which client the work was performed. 
  • Give specific examples of successful appropriation lobbying experience. Please include as much detail as possible, potentially including the amount of the appropriation, the name of the entity or type of entity receiving the appropriation and during which year/legislative session the appropriation was achieved. 
  • Please detail state and county agency budget successes. 
  • Summarize personal and professional relationships with current executive and legislative leadership, as well as the Congressional delegation. 
  • Please specifically address your ability to provide each of the required services as detailed in the enclosed Scope of Services. 
  • Please describe any additional information that you believe would demonstrate your ability to successfully represent the Georgia Campaign for Adolescent Power & Potential. 

The contract term is November 1, 2020-December 31, 2022. The successful consultant will be considered for retention in 2023 and as such, please provide a full-service contract estimate for consulting services and if applicable, an estimate of any pro bono services. 

Scope of Services 

The goal is to secure local and state government funding and address adolescent health policy through the passage of legislation, through government agencies, through inclusion in the local and state budget and/or through other possible methods. 

A key component of the strategy is to develop local champions/ambassadors across the state to support the goals and initiatives of GCAPP. Capitalizing on these relationships, there will be advocates in place when government budget discussions are being held to support the execution of GCAPP’s expansion project in priority counties. 

The proposed legislative goals are as follows: 

Goal #1: Advocate for adolescent health legislative issues and funding appropriations such as: 

  1. Adolescent school-based sex and HIV education policy revision to include terminology to support medically accurate information for students 
  2. Funding to support training and implementation on comprehensive sex education 
  3. Funding to support training and implementation for sexual abuse/sexual violence awareness education in Georgia public schools as mandated by Erin’s Law SB 401. 
  4. Policies aligning with GCAPP’s focus areas of Youth Empowerment (social/emotional wellness and mental health), Comprehensive Sex Education, Teen Pregnancy Prevention, Physical Activity & Nutrition, and Parent Engagement 

Goal #2: Maintain and continue to steward current partnership with Division of Family & Children Services (DFCS) to engage as a grantee/partner for State of Hope and other initiatives to address repeat teen pregnancy. 

Goal #3: Advocate for the inclusion of questions about sexual risk behaviors in the Youth Behavior Risk Survey (YRBS), a national school-based anonymous survey of 9th through 12th grade students.
