POSITION DESCRIPTION

POSITION TITLE:     Manager of Contracts and Compliance                     

REPORTS TO:                       Director of Public Funding    

PRIMARY RESPONSIBILITY: The primary role of the Manager of Contracts and Compliance is to serve as the administrative lead on the negotiation, compliance, and monitoring of all publicly-funded contracts for the agency.

ESSENTIAL JOB FUNCTIONS: As a key member of the three-person Public Funding team, the Manager of Contracts and Compliance works across Larkin Street’s administrative and programmatic teams, and develops strong relationships with key contacts in public agencies, to perform the following functions:

Serve as the administrative lead of an efficient and thorough contract negotiation and approval process, including:

Meet with public funders to establish requirements, timelines, and deliverables for new and renewal awards

Coordinate with program and administrative teams internally to establish scopes of work and contract budgets that are consistent with agency policy and practice

Prepare, vet, and submit required contract documents for certification

Track the certification process and facilitate its timeliness internally and externally

Maintain up-to-date contract-related documents

Serve as the administrative lead for all contract compliance and monitoring functions, including:

Assessing and communicating compliance requirements with administrative and program leads

Coordinating bi-annual updates of administrative binders in accordance with compliance standards

Coordinating monitoring visits and preparing monitoring reports and responses to findings

Ensuring that compliance findings are addressed and corrective actions are institutionalized

OTHER DUTIES AND RESPONSIBILITIES:

Contribute to overall agency leadership through membership on the Management team

Participate in the overall management of the agency related to special projects

Other duties as assigned.

EDUCATION: 

B.A. degree and 2-3 years’ experience in public contracting or nonprofit management preferred but not required, and transferable experience will be considered.

 BACKGROUND & EXPERIENCE:

Excellent verbal and written communication skills

Public speaking skills with the capacity to represent the agency in public settings

Proficiency in Microsoft Office and other web based software solutions.

Working knowledge of issues facing homeless and at-risk youth.
