POSITION SUMMARY DESCRIPTION:

The Manager, Advocacy and Political Affairs is responsible for managing RheumPAC, the ACR’s political action committee, as well as for fostering member engagement in advocacy.

They will develop and implement a marketing and fundraising strategy to increase ACR/ARP member participation in RheumPAC as well as PAC contributions.  They will recruit and maintain a strong grassroots network to enhance the effectiveness of the ACR advocacy program.  Additionally, the individual will read bill introductions, track legislation, analyze legislation and regulations, and assist in the formulation of strategy to influence legislation, policies, and other proposals impacting the membership.  They will develop and coordinate advocacy communications to the membership and grassroots network.

DUTIES & RESPONSIBILITIES:

  • Manage daily operations and accounting of the Political Action Committee (RheumPAC) by raising funds; processing PAC contributions and receipts; and dispersing funds after approval from the PAC Committee. Draft and prepare donor reports and communications, including thank you notes, solicitations, promotional communications, and newsletter content.
  • Develop and implement multi-year fundraising, marketing and communications plan, including strategies, tactics, goals/benchmarks, and budget focused on retaining and increasing contributions from current donors and expanding the number of donors to RheumPAC.
  • Staff the political action committee, develop presentations for the chair, prepare communications including the annual report and solicitations, and implement techniques to expand and improve the political action committee.
  • Responsible for all aspects of PAC Committee meetings, including agenda setting, record keeping and maintaining strong relationships with individual PAC Committee members.
  • Evaluate candidates seeking endorsement and financial contributions from RheumPAC, and make strategic recommendations to the RheumPAC Committee for approval. This includes vetting/interviewing candidates, gathering relevant issue research, and seeking input from team members and other stakeholders with relevant perspectives.
  • Provide ongoing customer service to RheumPAC members.  Manage relationships with fundraising and compliance vendors.
  • Plan and support PAC events and manage political event calendar, both in D.C. and locally in districts.  Attend political events, coalition/stakeholder meetings, and other meetings as necessary.  Work with staff team members to coordinate attendance at fundraisers.
  • Produce and file quarterly Federal Election Commission reports. Ensure compliance with all federal requirements relative to political action committees, including laws regarding information disclosure, solicitation of the membership, and tracking of contributions.
  • Manage grassroots advocacy and advance member involvement in government affairs, work to expand the ACR’s physician and patient grassroots networks.  Effectively communicate legislative and regulatory issues, and advocacy activities to the membership and grassroots networks.
  • Review legislative tracking and the Federal Register daily, and notify team members of legislation, regulation, or other proposals that may affect rheumatologists or the rheumatology profession.  Analyze and summarize issues that may impact rheumatologists as requested.
  • Meet with members of Congress and congressional staff to convey the interests of the ACR’s membership, including promoting legislation within the Congress, conveying the ACR’s support of legislation, and seeking Congressional outreach to regulatory agencies.
  • Ensure advocacy and policy information on the ACR website is current.
  • Attend the Annual Scientific Meeting and handle duties as directed.
  • National travel required, approximately 20%
  • Any other duties as the Sr. Director, Government Affairs; Vice President, Practice, Advocacy, and Quality; or the ACR Executive Vice President may assign

       

QUALIFICATIONS:  

  • Bachelor’s degree and minimum of five years progressive relevant government affairs experience. An advanced degree may be substituted for work experience.
  • Knowledge of political action committee (PAC) management including fundraising and basic Federal Election Committee (FEC) rules and regulations
  • Familiarity with public policy processes and with tracking legislation and regulations, lobbying, and coordinating grassroots activities
  • Excellent writing ability and verbal communication skills, with the ability to make persuasive presentations
  • Excellent interpersonal skills with the ability to work with volunteers and staff tactfully and effectively
  • Ability to effectively interact with a wide variety of individuals and develop an extensive professional network, to include physicians, members of Congress, congressional staff, and other medical association government affairs professionals
  • Self-starter with the ability to organize and manage several projects simultaneously and exercise judgment in prioritizing and handling responsibilities
  • Not-for-profit experience highly desirable
