Texas RioGrande Legal Aid is seeking a Chief Financial Officer with proven expertise in accounting and finance who will oversee budgeting, cost analysis, cost management, financial reporting, and revenue forecasting for the organization. The Chief Financial Officer will oversee the TRLA’s accounting and payroll staff and produce timely and accurate financial reports to the Executive Director, management staff, and Board of Directors.

Founded in 1970, Texas RioGrande Legal Aid (TRLA) is a 501(c)(3) nonprofit corporation that provides free civil legal services to residents in 68 Southwest Texas counties, serving approximately 23,000 clients each year with a $40+ million budget. TRLA represents migrant and seasonal farm workers throughout Texas and six other southern states. In addition, TRLA operates a public defender program in 10 rural Texas counties.

TRLA is the largest legal aid provider in Texas and is nationally recognized for high quality, zealous advocacy for its clients. TRLA has offices in Alpine, Austin, Beeville, Brownsville, Corpus Christi, Dallas, Del Rio, Eagle Pass, Edinburg, El Paso, Hallettsville, Harlingen, Mercedes, Rio Grande City, San Antonio, Sinton, Victoria, and Nashville, Tennessee.

TRLA receives funding from federal, state and local agencies, foundations, donations and corporations for its operations.

Responsibilities:

  • Provide oversight for and manage all budgets, forecasts, internal financial plans, and processes.
  • Participate in internal planning to ensure alignment of program priorities with financial projections.
  • Generate weekly, monthly, quarterly and annual reports as needed to monitor and evaluate cash flow and liquidity.
  • Supervise finance department staff and set department goals.
  • Support accounting, general ledger, and operations functions to ensure that systems are in place to guarantee timeliness and accuracy.
  • Develop and lead financial strategy, goals and objectives for the organization.
  • Lead and manage cash flow planning to ensure availability of funds.
  • Produce rolling forecast reports, 3-year cash flow projections, and performance indicators on cash.
  • Develop, implement and maintain finance department policies, procedures, and internal controls to ensure legal and regulatory compliance regarding all financial functions.
  • Establish formal and structured budgeting process to develop, implement, evaluate, and manage all aspects of the annual budget.
  • Oversee financial compliance and reporting with funding regulations set out by TRLA’s primary funders.
  • Serve as a key point of contact for auditors, tax filings, and financial reports.
  • Manage the preparation of all audits.
  • Establish, maintain and monitor all banking and financing relationships.
  • Develop short, medium, and long-term financial plans and projections.
  • Engage with management on finance, audit, investments, challenges, recommendations, trends, and changes in operating model.
  • Partner with leadership on all operational issues as they arise; provide recommendations based on financial analysis and projections, cost identification and allocation, and revenue/expense.
  • Assist grant and development staff with financial reporting and analysis.

Qualifications and preferences:

  • Formal education in finance or accounting required; preferred CPA or MBA.
  • Five or more years of experience in a senior financial management.
  • Demonstrated excellence in managing finance, accounting, budgeting, internal control, and cash management.
  • Knowledge of computer systems, including experience with system selection, new system implementation and project management.
  • Excellent analytical, communication and presentation skills.
  • Experience working with external auditors.
  • Willingness to travel throughout TRLA service area to attend management meetings, strategic planning meetings, board meetings, etc.
  • Knowledge of Office365 and Excel and familiarity with software such as QuickBooks, Abila and Salesforce.
  • Excellent analytical, communication and presentation skills.
  • Bilingual in Spanish preferred.
  • Preferred candidates have experience working in nonprofit, public interest organizations.
  • Commitment to justice for low-income people.

Salary Range:

$90,000 - $110,000, commensurate with experience

Texas RioGrande Legal Aid (TRLA) is a non-profit organization that provides free legal services to low-income residents in sixty-eight counties of Southwest Texas, and represents migrant and seasonal farm workers throughout the state of Texas and six southern states: Kentucky, Tennessee, Alabama, Mississippi, Louisiana and Arkansas. In addition, TRLA operates public defender programs in several Southwest Texas counties, representing the poor who are accused of felonies, misdemeanors and juvenile crimes. 

TRLA is the third largest legal services provider in the nation and the largest in the state of Texas. TRLA serves approximately 25,000 clients each year. However, over 2.6 million residents of Southwest Texas are considered eligible for TRLA services, a ratio of almost 21,000 potential clients per lawyer.

There are more than three dozen practice areas in which TRLA attorneys specialize including colonias and real estate, civil rights, environmental justice, labor and employment, public benefits, disaster assistance, federally subsidized housing, foreclosure, bankruptcy, wills and estates, border issues, human trafficking, international child abduction.

Program headquarters are in Mercedes, Texas with branch offices located throughout the state. TRLA also serves migrant and seasonal farmworkers in six southern states with its Southern Migrant Legal Services office in Nashville, Tennessee.

TRLA is funded in principal part by the Legal Services Corporation and the Texas Access to Justice Foundation. TRLA also receives smaller grants from a variety of federal, state and local agencies, foundations, and corporations. In addition, TRLA receives funding from the Texas Task Force on Indigent Defense to provide public defender services in criminal cases.
