Chief Programs and Strategy Officer

Overview

Reporting to the Executive Director, the Chief Programs and Strategy Officer (CPSO) is responsible for the refinement, development, and implementation and monitoring of all programs and partnerships supporting organizational goals. The CPSO ensures program needs are met with adequate funding, protocols, staffing and community engagement. The CPSO works to establish partnerships with key organizations, stakeholders, government and business entities to support the organization’s strategic initiatives while ensuring that all relationships are in alignment with programs and organizational strategy. The CPSO will be the key external face of Oakland Natives Give Back in the community. The CPSO is a part of the Leadership team contributing to the strategic development of the organization.

Responsibilities

Support the CEO

  • Brief the CEO on major emerging strategic partnerships, program shifts, and trends related to chronic absenteeism, girl empowerment and philanthropy
  • In consultation with the CEO:
    • lead program strategy and oversight
    • lead organizational strategy and oversight
  • Prepare for and attend Board Meetings with the CEO

Provide Oversight, Reporting and Compliance- CPSO provides oversight and guidance for all Program Department functions, including budget setting and adherence to legal matters, program policies and procedures, contracts, staff training and development, contingency planning, purchasing, archival and record-keeping, and other functions.

Program  Compliance

  • Work with COO to review existing policies and when necessary create new policies to ensure the organization’s programs, contracts and administrative procedures adhere to established policy, law, and applicable statutory requirements
  • Develop and oversee program grant award/income procedures to comply with legal, regulatory, audit control, and internal procedural requirements

Reporting

  • Monitor the program activities on a regular basis to ensure quality and conduct  quarterly evaluations
  • Create and maintain a program evaluation and reporting framework
  • Draft Annual Report

Budgetary Compliance

  • Create a program budget and operating plan adhering to organizational policies and procedures
  • Manage all program funds according to established policies and procedures ensuring complete documentation of program expenses for an annual audit
  • Collaborate with the Executive Leadership Team to facilitate effective fiscal controls for the Program Department

Develop Organizational Strategy-CPSO will develop and implement strategies that create synergies between ONGB’s programs and initiatives, partnerships, research and policy to ensure maximum program and organizational performance, goal attainment and impact.

Planning and Development

  • Lead efforts to revise or create long- and short-term strategic goals for existing programs to ensure there is a connection between programs/initiatives and  partnership development/engagement during the organization-wide annual strategic planning
  • Work with the Program Director to plan, develop, oversee and fund development strategy and prepare ONGB to be suitors for grants, sponsorships and donations
  • Cultivate existing and develop new relationships with sponsors, vendors and grantors to ensure sufficient program resources, and access to services

Program Performance and Evaluation

  • Establish consistent program performance standards to track progress
  • Review, monitor and evaluate program activities regularly to analyze strengths, weaknesses, areas of opportunity and threats

Policy, Research and Data Analysis

  • Publish or co-author papers or reports related to programs and initiatives
  • Be aware of emerging mission-related news within and outside the region
  • Review and compile reports on program data and analyze implications and impact
  • Create a policy strategy for the organization

Manage External Partnerships and Relations- The role of the CPSO is outward-facing and holds the responsibility of creating and implementing a program-aligned, organization-wide external partnerships and relationships strategy that harnesses the success of our programs and initiatives so collaboration can emerge and take hold.

Partnership Development and  Programmatic Alignment

  • Develop and implement a partnership engagement strategy to increase ONGB’s reach and impact in alignment with programs and ONGB’s mission
  • Work diligently to cultivate relationships with potential partners to diversify resources, collaboration and build joint investment opportunities

External Relations

  • Serve as a key contact for all program-related activities for the organization
  • Develop and implement comprehensive community engagement, communications, and outreach plan
  • Manage the creation of written deliverables in all mediums, maintaining current program information on the ONGB website, newsletters, or other communication vehicles

Supervise, Lead, and Support Program Team- The CPSP is responsible for creating and implementing the program team’s development plan and seeing that program staff keep current on chronic absenteeism prevention to ensure that staff is fully informed and versed on organization’s mission, values and program and initiative’s descriptions.

Leading Program Team

  • In coordination with the Executive Leadership Team, provide oversight and guidance in all HR and personnel matters for program team including recruiting, hiring, on-boarding, training,  annual performance appraisals, compensation-related procedures and termination
  • Drive the mission and values
  • Mobilize internal teams to coordinate the delivery of services based on program needs

Supporting Program Team

  • Provide direction, guidance and feedback to direct reports
  • Lead all work in program and engagement areas 
  • Lead Program Department meetings
  • Implement a professional development plan to address employee experience and skill gaps

Complete other duties as assigned.

Qualifications

  • Minimum of a BA, MA preferred and at least 5 years of experience and it is preferred that three of those years be in management or nonprofit administration. A combination of education and experience may be considered
  • 5+ years of experience in program development, implementation, measurement, and evaluation is highly desired
  • Demonstrated success selecting and successfully operationalizing innovative programs
  • 3+ years of in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams
  • 2+ years of partnership development and external relations is preferred
  • Must be highly proficient in Microsoft Word, Excel, PowerPoint and Google Suite
  • Proficient in Spanish preferred but not required– both verbal and written
  • Strong skills managing complex, multifaceted projects
  • Ability to solve practical problems and multi-task effectively
  • Strong written, verbal, and interpersonal communication skills
  • High attention to detail and accuracy
  • Strong organizational and time-management skills
  • Strong budgetary management skills
  • Experience in grant writing and contract administration
  • Ability to interpret a variety of instructions furnished in written, oral, or diagram form
  • Personal qualities of integrity, credibility, and a commitment to and passion for ONGB's mission

Working Conditions

  • Usually works in the office. The nature of programs will require them to also attend meetings and events at schools, OUSD office, etc
  • Work a standard workweek, but will be required to work some evenings and weekends to monitor program activities
