Project Manager – Project Based

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio’s Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022, and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.
Section 8, also known as the Housing Choice Voucher (HCV) program, provides federal funding to eligible low-income families for rental assistance toward decent, safe, and affordable housing in a neighborhood of their choice. Families pay approximately 30% of their income toward rent, and the NYC Department of Housing Preservation and Development (HPD) pays the difference, up to a determined payment standard, directly to the owner. The unit must have a rent that is determined reasonable and affordable by HPD and must meet federal Housing Quality Standards (HQS) in order to be approved. At HPD, the program is administered by the Division of Tenant Resources (DTR).

The selected candidate will serve as a Project Manager for the Project-Based Programs Unit in the Division of Tenant Resources in the Office of Financial Management and Tenant Resources, reporting directly to the Director.  The selected candidate will be responsible for preparing and monitoring regular reports to assist with the operations of the unit’s rental subsidy programs, including for the Project-Based Voucher (PBV), Mainstream Voucher, Family Unification Program (FUP), HUD-VASH, Moderate Rehabilitation (Mod Rehab) and Continuum of Care Mod Rehab Single-Room Occupancy (CoC Mod SRO) rental subsidy programs. This includes proposing, leading, and/or executing initiatives or special projects such as new policies or procedures to maximize the unit’s performance and compliance with applicable federal regulations.

They will also be responsible for ensuring that accurate information is relayed to landlords, tenants and general public, elected officials and other governmental entities.  They will be responsible for coordinating as appropriate with other DTR units and other Divisions within HPD.   Additional responsibilities may include meeting with landlords, tenants, management firms, and related parties as needed to resolve issues; representing the division at both internal and external meetings; managing special projects;  tracking and responding to inquiries; and working with the senior management team to implement and maintain best practice operations.

Your Role:
•    Maintain and prepare reports and statistical analyses relevant for unit operations, performance, compliance, projects, or other initiatives for the Director’s review
•    Assist with the creation, design, and implementation of reports in HPD’s Business Intelligence and other systems 
•    Represent the unit in and organize meetings and other communications regarding programs or projects in the Project-Based Programs Unit
•    Review internal and federal policy changes with the Director and assist in training staff on any changes
•    Propose, coordinate, and implement projects to maximize compliance and performance in the unit’s operations and portfolios under the oversight of the Director
•    Draft and prepare notices, procedure documents, letters, meeting materials, and other correspondence
•    Review and respond to inquiries from owners, HPD divisions, and other stakeholders
•    Coordinate with DTR units and HPD divisions as needed, including for tenant transfers, case assignments, requests for reasonable accommodation, and special projects
•    Coordinate with IT staff on any reporting requirements and database updates needed for any relevant projects and initiatives
•    Assist with, coordinate, and/or lead other projects as needed

Preferred skills:

•    Strong proficiency with Microsoft Excel and Access; business intelligence systems experience preferred
•    Strong analytical and detail-oriented aptitude; a high degree of accuracy is required
•    Excellent communication and organizational skills
•    Proven ability to problem solve
•    Ability to transform complex regulations and information into simple procedures 
•    Must be able to work effectively with minimal supervision
•    Ability to learn and adapt to change

Salary range for this position is: $65,783 - $75,651
