MOHCD’s HOUSING DIVISION

MOHCD is organized into two divisions – Housing and Community Development. The Housing division focuses on creating housing policies and funding programs that create safe, stable, and affordable housing.  We are recognized nationally for our ground-breaking work to transform public housing through the HOPE SF and RAD initiatives; acquire and rehabilitate existing properties through innovative financing structures; steward an extensive portfolio of affordable housing; and expand that portfolio by advancing new housing production and inclusionary housing policies.  Our diverse staff and leadership work together to:

  • Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors.
  • Administer a diverse set of financing programs to develop new affordable housing, preserve existing housing, and acquire and rehabilitate housing at-risk of market speculation.
  • Monitor the long-term affordability and physical viability of the City’s publicly-assisted affordable housing portfolio of over 21,000 units, providing funding for needed repairs and upgrades to ensure sustainable operations and habitability for residents.
  • Incubate new programs, initiatives, and financing tools that further our production and preservation activities.
  • Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.

POSITION DESCRIPTION 

The Senior Asset Manager, Portfolio Management serves in a lead role on the Housing Division’s Asset Management Team, which focuses on preserving the City’s existing investments in affordable housing.   The position reports to the Director of Portfolio Management and Preservation under the Housing Division.  

The Senior Asset Manager, Portfolio Management, performs a number of complex multifamily housing duties, including but not limited to: ·        

  • Preserving the City’s existing investments in affordable housing through transactional asset management such as refinancing, recapitalization, repositioning, and workouts.
  • Monitoring projects for compliance with a wide range of requirements; enforcing contracts and overseeing completion of remedial actions. Reviewing and making recommendations regarding the programs, operating budgets, and proposed activities of entities receiving funds; inspecting buildings and recommending physical improvements.
  • Interpreting applicable laws & regulations; developing and implementing procedures to assure compliance with applicable laws and regulations. Negotiating with prospective and existing grantees and borrowers; collaborating with deputy city attorneys to prepare, review and execute contracts and other necessary documents.
  • Collecting data, working with confidential information and preparing a variety of reports, memoranda, and correspondence. Invoicing, calculating accrued interest, collecting and processing loan payments.
  • Fielding and responding to inquiries from residents and community members.
  • Providing technical assistance on program operations and systems, and support to project staff, management, and different key stakeholders.
  • Representing MOHCD before interagency committees, City boards and commissions, and other organizations.
  • Supervising junior staff in carrying out the activities of housing preservation and asset management, and performing other duties, as assigned

Positions in this classification function at the principal journey level in the Community Development Specialist series. Employees in this class carry out their assignments with considerable independence and are assigned significant planning, development, implementation, monitoring, and evaluation responsibilities in housing development programs. This classification is distinguished from the 9774 Senior Community Development Specialist I by its major program and/or supervisory responsibilities.

DESIRED QUALIFICATIONS

  • A minimum of 6 years of relevant experience in affordable housing development and/or real estate finance, preferably in San Francisco.
  • Possession of a Master’s degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance.
  • Direct experience in the development and/or management of affordable housing assets including acquisition/rehabilitation, refinancing, resyndications, year 15 buy-outs and LP exits, capital improvements, affordable housing finance, pre-development, construction administration, and project close-out.
  • Direct experience interpreting and enforcing compliance monitoring procedures and other elements of Federal, State and local governmental programs such as CDBG, HOME, LIHTC, tax-exempt bonds, HUD Section 811 and 202, Section 8 Project-based and tenant-based vouchers, CalHFA and HCD programs, and MOHCD programs, etc.
  • Excellent verbal and written communication and strong interpersonal skills, strong analytical, organizational, and quantitative skills.
  • Experience and expertise prioritizing multiple assignments with competing needs and continually revising priorities as conditions change. Ability to work with minimum supervision in a team environment and to handle detail-oriented work
  • Knowledge of and intermediate-level experience with word processing and database and information management systems; advanced ability with Excel spreadsheets, including development of complex mortgage loan models and budget variance analyses. Ability to work with windows-based computers and use multiple software applications simultaneously.
  • Ability to drive an automobile and possession of a valid California driver's license, and to conduct on-site walking inspections, which often require climbing stairs.  

DESIRABLE QUALIFICATIONS:  The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1.      Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR   

2.      Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR 

  3.      Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR   Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice. 

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
