Housing Loan Administrator
This is a Position-Based Test conducted in accordance with Civil Service Rule 111A. The current position(s) are located at the Mayor’s Office of Housing and Community Development (MYR). The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
Position Description:
Under general supervision, the Senior Community Development Specialist I/Housing Loan Administrator functions as journey level professional staff for the Multifamily Housing Development team of MOHCD.
Housing Loan Admin is responsible for a variety of tasks related to the administration of MOHCD’s multifamily financing programs, including loan or grant documentation, closings, disbursements, close-outs and reporting.
The Housing Loan Admin reports directly to the Director of Housing Development and works closely with Project Managers, the City Attorney, Housing Development team administrative staff, and MOHCD’s Fiscal staff.
The essential functions include:
Help draft and review funding agreements
Coordinate closings of loans and grants in collaboration with Project Managers, other lending agencies, borrowers and grantees, and the Deputy City Attorney
Coordinate with project managers, asset management and fiscal staff for funding encumbrances and disbursements
Review, process and monitor disbursement requests, including tracking progress, identifying problem situations
Work with project managers and admin staff to close out loans or grants and transfer files to the MOHCD Asset Management team
Process loan repayments in coordination with fiscal and asset management staff
Assist the Director of Housing Development to create, refine, and maintain systems for tracking the allocation, commitment, and use of MOHCD administered funding sources for multifamily housing development.
Carry out other responsibilities as assigned, including assisting in the creation or refinement of financing programs, developing reports, and participating in the evaluation of new financing requests
The Senior Community Development Specialist 1 –Housing Loan Administrator also performs related duties as required
Familiarity with standard real estate practices, including financing documents, appraisals, and title and escrow.
Six years’ experience in real estate loan closing and loan disbursement monitoring. At the discretion of the Director, fewer years may be accepted if commensurate skills are demonstrated.
Bachelor’s degree in relevant area of study such as law, real estate, business administration or finance. At the discretion of the Director, this requirement may be satisfied by demonstrating comparable work experience, training and/or education.
Strong time management skills and ability to work with a minimum of supervision in a team environment.
Ability to effectively and sensitively communicate both orally and in writing with a broad variety of people and agencies.
Familiarity with computer word processing, spreadsheet and database management.
Strong commitment to the goal of increasing and preserving affordable housing in San Francisco
Advanced degree in related field such as law, real estate, business administration or finance.
Programs, including CDBG, HOME, Low Income Housing Tax Credits, and tax-exempt bond financing
Familiarity with nonprofit housing organizations in San Francisco.
Proficiency in language(s) in addition to English.
Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
