Departmental Overview

The Goldman School of Public Policy (GSPP) has 20 faculty, 4 adjunct faculty, 3 affiliated faculty, and 6 emeriti. There are five research centers in the School, and more than 35 staff who oversee Operations, Student Affairs, Development, and Executive Education. The Goldman School enrolls more than 1500 undergraduates in elective classes, and registers more than 400 students annually in its undergraduate minor program. The School has nearly 250 Master's students in its MPP and MPA degree programs, 16 PhD students, and occupies nearly 20,000 assignable square feet on campus. The School now has more than 2,000 alumni, both nationally and internationally.

 

GSPP hires more than 60 graduate student instructors, readers, lecturers, and researchers annually. Its constituency also includes parents, friends, donors, a number of organizations representing state, federal and local government and policy organizations. It has been ranked in the top two by US News and World Report for its Public Policy Analysis program since 2001, in competition with other programs more than twice its size.

The core purpose of the Assistant Dean for External Relations and Development (AD ExD) is to collaborate with the Dean and the Associate Vice Chancellor of University Development and Alumni Relations, and to create an overarching strategic vision for the School while designing and implementing an external affairs and development program that carries forward that vision. The incumbent is responsible for:

 

• institutional and individual fundraising;

 

• media and public relations,

 

• selected events and ceremonies

 

• public engagement

 

• external print and electronic communications and

 

• all advancement operations and services.

 

The incumbent oversees the School's productive relationships with the highest levels of key constituencies such as donors, alumni, peer institutions, friends, elected and appointed government officials and corporate leaders. With the Dean, the AD ExD holds primary responsibility for the design, implementation and ultimate success of GSPP's component of the campus's capital campaign.

 

Responsibilities

1. Directs GSPP's Principal and Major Gift Program:

 

Manages a moderately complex fundraising program, comprised of the full range of development programs and which includes responsibility for other external relations functions, such as events, volunteer coordination and management, donor stewardship, and other marketing related activities.

 

Conceives, creates, develops, implements, evaluates and manages fundraising programs and strategies to meet predetermined goals and objectives, and ensures that predetermined fundraising goals are met.

 

Working with the Dean, the Associate Vice Chancellor of University Development and Alumni Relations, faculty, volunteers and other campus development officers, leads the planning and execution of GSPP's Major Gifts effort—including major prospect identification, qualification, cultivation and solicitation. Specifically:

 

• Oversees the effective use of the campus alumni and prospect database.

 

• Oversees and manages the identification, cultivation and solicitation of donors and donor prospects.

 

• Ensures the identification of the School's leadership and principal gift prospects (i.e., those capable of making gifts of $1 million and above).

 

• Manages a portfolio of leadership and principal gift donors and prospects capable of giving $1M-$5M and up.

 

• Applies advanced-level knowledge of capital campaign structures (e.g., leadership models, donor pyramids) and practices to unit and campus capital campaign.

 

• Uses campus financial model for capital funding strategies (bond purchase, interest leverage, estate planning).

 

• Incorporates gift planning practices into donor strategies.

 

• Secures the optimal gift commitment from key prospects by coordinating the development and implementation of tailored cultivation strategies for key prospects in cooperation with the Chancellor, Dean, faculty, volunteers and other senior University officials.

 

• Develops strategies to work in collaboration with other units on multi-disciplinary initiatives involving GSPP faculty.

 

• Solicits major gifts, when appropriate, on his/her own.

 

• Monitors and reports results of major gift activity to the Dean, as well as other senior campus officers as needed.

 

• Collaborates, when appropriate, with academic and professional representatives of peer institutions.

 

• Through seminars and individual study, maintains familiarity with the broad variety of tax savings and planned giving options pertaining to charitable gifts and other legal matters relating to private philanthropy.

 

2. Manages a professional fundraising team:

 

• The incumbent supervises a Major Gift Officer (Fundraiser 4), a Director of Alumni Relations and Annual Giving, a Communications Director and an Events Manager. Total FTE supervised is 3.85 (3 full time FTE, 1 part-time).

 

• Selects, trains, mentors, guides, and directs staff, and, as required, takes corrective action.

 

3. Manages Board of Advisors' Relationships and other donor activity:

 

The AD ExD manages high level volunteers and volunteer groups for the School and interacts with UCB's top tier volunteer groups as the School's development representative. S/he facilitates interaction between the Dean, Chancellor, faculty and other top-tier campus representatives and volunteers. The incumbent also oversees such work on the part of the School's Major Gift Officer and the Alumni Relations and

Annual Fund Director, who reports to him/her.

 

In collaboration with the Dean, the incumbent works to establish and maintain an active, top-tier Board of Advisors of 35+ members. Consistent with the Dean's goals for fundraising and visibility, the incumbent's Board responsibilities include:

 

• Creation and implementation of the Board's structure

 

• Designation of formal and informal Board functions

 

• Recruitment of members and officers

 

• Assignment of committee functions and membership

 

• Conceptualization and oversight of meetings and related materials

 

• Oversight of the quality of all administrative activities related to the Board

 

• Design and implementation of strategies for the cultivation, solicitation and stewardship of Board members

 

4. External Relations, Programmatic Development and Strategic Planning:

 

• Participates in long and short-range strategic planning, in conjunction with other major areas of activity for the School: Executive Education, Administration & Operations, the School's State-supported degree programs (Masters in Public Policy and PhD in Public Policy), as well as a self-supporting degree program (the Masters in Public Administration).

 

• Facilitates the conceptualization and packaging of programmatic efforts characterized by high potential to attract funds.

 

• Circulates media coverage among faculty members to raise their mutual awareness and to stimulate joint efforts

 

• Conducts regular face to face meetings with faculty to facilitate inter-faculty collaboration. These collaborations may involve one or more other units.

 

• Reaches out to peer institutions to forge collaborative and strategic relationships (e.g., a joint program with a nearby college).

 

• Actively supports the establishment of a “Practitioners' Seminar”; recruits alumni leaders as speakers.

 

• Consults with the Dean, conceptualizes distinguished public lectures and private briefings.

 

Other duties as assigned:

 

• Position requires semi-regular evening and weekend work, as well as occasional travel for fundraising outreach and programmatic purposes.

 

Required Qualifications

 

• Excellent knowledge of all aspects of UC fundraising, donor and public relations -- including advanced knowledge of applicable laws, charitable giving rules, regulations, policies, et cetera.

 

• Demonstrated leadership and experience in programmatic conception, and successful projects and events with outside constituents.

 

• Knowledge of prospect management and donor policies and protocols at the Chancellorial level; donor relation experience with UCB Foundation Trustees; University Relations and Office of the President preferred.

 

• Experience in identifying, cultivating and directly soliciting major gifts of $250,000-$5M+ in a non-profit setting.

 

• Excellent knowledge of the campus, its achievements, vision, mission, goals, objectives, applicable policies, infrastructure and current issues of concern and knowledge of issues of concern for higher education generally.

 

• Excellent knowledge of leadership/management concepts, procedures, techniques and best practices.

 

• Excellent leadership/management skills to select, train, mentor, evaluate and motivate staff; experience in recruiting, guiding, training and motivating high-level volunteers.

 

• Excellent written, oral and interpersonal communications skills, including excellent political acumen skills, to build and maintain effective working relationships within all organizational levels and with outside constituencies.

 

• Excellent persuasive skills, and demonstrated ability to describe funding opportunities to donors.

 

• Excellent project and time management skills, sufficient to oversee multiple projects, and quickly identify and resolve complex and competing interests. Excellent skills in multi-tasking, and ability to motivate and coordinate collaborations among multiple stakeholders.

 

• Technical proficiency with computers - MS Office Suite, and demonstrated ability to learn proprietary software such as CADS.

 

• Excellent skills in meeting predetermined goals and objectives, including securing gifts and meeting fundraising goals.

 

• Excellent strategic planning, critical thinking, analytical, problem-solving, negotiation and marketing skills.

 

Education/Training:

 

• Bachelor's degree in related area and/or equivalent experience/training

 

Salary & Benefits

Salary Range: $99,700 - $231,500, commensurate with experience.
