JOB SUMMARY

The Manager, Strategic Partnerships (Business Strategy), serves as the primary strategist and cultivator of external relationships of First 5 LA’s organization-wide partnerships development for business leaders, business network organizations and individual corporations, in service to the advancement of the First 5 LA Strategic Plan. 

The Manager, Strategic Partnerships (Business Strategy) reports directly to the Director of Strategic Partnerships, and serves as a member of the Department’s senior strategy team in developing and executing an organization-wide partnership strategy to engage the corporate sector that contributes to the advancement of the First 5 LA's Strategic Plan outcomes.  S/he is responsible for the strategic development of partnerships that include catalyzing, building, developing and maintaining of relationships with leaders in business, to advance the policy and systems change agenda of First 5 LA.  This role has day-to-day responsibilities for the identification, assessment, cultivation and monitoring of existing and potential organization-wide partner relationships.  In addition, the Manager, Strategic Partnerships (Business Strategy) supports the organization-wide development and maintenance of internal processes to support clear accountabilities to both external partners as well as internal leaders.  The manager identifies and creates partnership strategies to align First 5 LA’s strategic plan mission and goals with other institutions and organizations to further increase the impact of First 5 LA’s programmatic investments, activate potential partnerships and establish new policy and communication champions.  This role will also work in close collaboration with the Director of Strategic Partnerships in supporting the work of the Executive Vice President in his/her role in identifying and developing County agency partnerships which strengthen the implementation of First 5 LA's Strategic Plan priority areas.

S/he provides technical assistance to internal team members across the organization on emerging partnership opportunities and will actively engage and communicate with internal stakeholders to support increasing levels of participation in the maintenance and cultivation of program-level partnerships that align with First 5 LA’s strategic priorities. S/he represents and is an ambassador for First 5 LA with civic leaders and collaboratives within the respective arenas of the Strategic Partnerships Department including building advocates with in the three sectors of Philanthropy, business or higher education. S/he will also provide day-to-day supervision of the Strategic Partnerships Specialists, contractors and grantees.  The Manager, Strategic Partnerships (Business Strategy) serves as both a direct report and thought partner to the Director of Strategic Partnerships.

ESSENTIAL DUTIES & RESPONSIBILITIES

Essential Duties:

Relationship and Partnership Strategy Development

 

  • Develops and implements an organization-wide partnership strategy  to engage business organizations  and/or leaders that aligns with and supports the overall First 5 LA strategic plan
  • Promotes First 5 LA’s Strategic plan priorities in network and collaborative forums with other potential partnership leaders and communicates linkages with First 5 LA’s goals and strategic vision
  • Cultivates and manages relationships with potential external businesses or network organization partners. Identifies opportunities to expand relationships and/or assist where appropriate; fields and vets incoming opportunities

Partnership Internal Capacity Building

 

  • Identifies program staff training needs and tools to building external relationships, networks, and partnership development to support the work of program outcome workgroups
  • Initiates, leads and supports Intra organizational collaboration and integration
  • Supports development of processes and systems to ensure transparent, coordinated and collaborative approach to the development of strategic partnership implementation
  • Facilitates continuous Learning of partnership development across the organization
  • Collaborates with I&L to support ongoing learning of current public / private partnership trends, emerging opportunities, and lessons learned from the field

Strategic Relationship and Partnership Development

 

  • Builds and maintains relationships and/or a viable network in one or more of the following systems or institutions: philanthropy, business and/or higher education with the potential for existing work related to families and children
  • Promotes the First 5 LA strategic priorities and ensures the Strategic Partnerships Department three sector areas of focus Philanthropy, Business and Education are aware of programmatic, policy and systems change progress and alignment to their priorities

Public Partnership Assessment and Partnership Development

 

  • Supports analysis of existing public and private strategic plans and other relevant documents to determine most promising avenues of public-private partnerships; coordinates with Director of Strategic Partnerships and Executive Vice President, as appropriate
  • Supports the Executive Vice President on county and systems relationships and sustainability development as appropriate
  • Applies comprehensive knowledge of County practices and operations to develop and support the implementation of pubic private partnerships

Oversees staff projects to research and gather data in order to perform multifaceted analysis of qualitative information from philanthropy, the private sector and higher education to assist the organization in identifying and making recommendations on potential partnerships

Partnership Coordination and Integration

 

  • Provides technical assistance to departments across the organization in structuring strategic partnerships (via grant making and contracting activities or other vehicles), and provides support as needed to design strategic partnerships to help First 5 LA achieve its strategic partnership goals
  • Tracks performance of ongoing strategic partnerships
  • Develops and writes strategic partnership proposals, reports, correspondence, in collaboration with various programs departments, as appropriate
  • Provides frequent communication information flow of potential partners and ongoing relationship touchpoints across the organization  
  • Develops, coaches and supervises department staff consistent with values and competencies required for successful job growth and development
  • Supports the organization’s commitment to diversity and inclusion, and values a diversity of perspectives
  • Adheres to policies and procedures to ensure alignment with State regulations, local ordinances and First 5 LA directives
  • Keeps apprised of all laws, regulations, statutes, rules and policies affecting First 5 LA and Proposition 10
  • Supervises contractors and consultants, as needed
  • Collaborates both internally and with external stakeholders to capture, synthesize and share learning and knowledge outcomes from the ongoing execution of all activities as necessary

Staff Supervision and Talent Development

 

  • Monitors staff performance and provides ongoing performance feedback
  • Develops, coaches and supervises Department staff consistent with values and competencies required for successful job growth and development

Experience:

  • Minimum of five years of professional experience working in one or more of the following fields preferred: policy/development/strategy, policy research, policy analysis, advocacy, fundraising, research and evaluation, initiative development and program design
  • Experience working  in the above mentioned fields with a focus on early childhood in Los Angeles County and /or California preferred 
  • Experience working with multi-sector partners preferred  
  • Minimum of three years of staff supervision experience preferred
  • Must have a demonstrated track record of building strategic relationships and innovative partnerships
  • Progressively responsible experience working with one or more of the following sectors: nonprofit, philanthropy, government, higher education or business preferred

Education:

  • Advanced degree from an accredited college or university in business, social work, psychology, public policy, social sciences, or a related field preferred

Direct Reports:

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Travel Requirements:

  • This position requires travel locally, statewide and nationally as needed

California continues to prioritize spending on programs for residents when problems are most acute – treatment services, child welfare, incarceration, school remediation – and lags the country and the world in spending on access to proven prevention programs like quality early learning and home visiting programs for new parents.

The impacts of ignoring our children are clear: statewide, only 45 percent of third graders read at grade level and child care can cost parents as much as in-state college tuition at the University of California. It will take grit by decision makers and elected officials to address these challenges.
