Recent storms in Puerto Rico, Texas and Florida and fires in California call attention to the devastation that can ensue from extreme weather and is a stark reminder for so many vulnerable communities of the importance of having a safe place to call home. With the affordable housing crisis looming over many Northern CA communities, safeguarding every affordable unit from damage resulting from floods, fires, tornadoes, earthquakes and other emergent risks is a fundamental cornerstone of Enterprise’s affordable housing preservation strategy.

Job Summary:

People with low incomes, frontline communities and communities of color are always hit hardest by disasters. They are often overlooked in recovery efforts because of inadequate resources to plan and to respond and are also overlooked in community planning efforts that could ensure communities have input in preparedness and community planning. Local governments and philanthropy are overwhelmed, and resources allocated to those who are the most outspoken and make the most “noise”. Critical “moments of influence” are often missed, particularly before an event happens, to mitigate risk, prepare for and prioritize important recovery functions and rebuild according to community need after a disaster has occured- as is the opportunity for inclusive community planning and prioritization prior to and preceding an event

Building on Enterprise’s experience in disaster recovery in the Gulf Coast, New York, Texas, Puerto Rico, and the North Bay, Enterprise is expanding its work in Northern California by creating a program that will democratize the planning and response to disaster through assisting low-income communities, communities of color, frontline communities, and local government in their efforts to plan, prepare, inform and obtain the resources to encourage equitable recovery and position communities to be resilient in the face of impending risk from natural hazards common to California including fires, earthquakes, drought and extreme heat. 

 

Job Responsibilities

Enterprise seeks a talented individual to join the San Francisco market office as a Senior Fellow in Democratizing Disaster Recovery and Resilience

The Fellow must be a creative problem solver with excellent organizational skills, the ability to create collaborations, work independently, attention to detail, a willingness to take a leadership role, and a commitment to social justice, community planning and resilience building.  The position represents an opportunity to more fully integrate best practices of resilience within Northern California and inform disaster recovery work nationwide. 

The Fellow is a 2-year position with potential for becoming permanent, depending on funding. The Fellow will report to the Senior Advisor in the San Francisco office.

Responsibilities:

  • Conduct a survey of risk planning and disaster recovery efforts around the country with a focus on how low-income communities are impacted by the disaster and recovery.
  • Organize a convening with outside partners including speakers, panelists and small group sessions to inform the initiative work and development of an initiative toolkit.
  • Develop and produce a multi-media toolkit with iterations for local government, community organizations, and philanthropy that addresses community need and engagement before and after disasters.
  • Develop pilot programs to inform the toolkit development.
  • Staff an advisory committee to the initiative.
  • Work with the team to develop policy recommendations relevant to the work.
  • Report to funders and staff, actively participating in fundraising strategies including grant submissions and reporting.
  • Work with communications team to highlight work through written reports and presentations.

Qualifications

  • Bachelor’s degree plus 4 years of experience or Masters degree with 2 years of experience
  • Experience in one or more of the following areas, affordable housing, disaster relief, community organizing, community planning, state and local government programs, philanthropy. Experience working in a community recovering from disaster a plus.
  • Excellent oral and written communication skills.  Experience writing research briefs and reports and presentations
  • Strong research skills and the ability to analyze and report/summarize technical information on design and construction.
  • Diplomacy, composure, flexibility and ability to adapt to a variety of situations.
  • Ability to work independently, solve problems and take responsibility for moving tasks forward with minimal supervision.
  • Experience working with community organizations, philanthropy, state and local government
  • Experience developing new programs, collaborating with other organizations
  • Experience and skill in facilitating meetings, both big and small
  • Excellent writing, editing and research skills and the ability to produce reports and presentations.
  • Excellent organizational skills and ability to track key details of complex projects.
  • Ability to work on highly collaborative teams both virtually and in-person.
  • Self-motivation; ability to work both independently and as a team player.
  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
  • Thorough knowledge of Microsoft Word, PowerPoint and Excel; familiarity with web-based research required.
  • Strong initiative with ability to seek out relevant information prior to making timely decisions
  • Demonstrate strong ethics in interpersonal relations.Work as an effective and collaborative team member; treat internal and external customers with respect, honesty, and professionalism.
