Policy Director, Community Development

Position Summary Overview

The Policy Director for Community Development directs the policies and programs related to community development for the HOPE SF initiative, consistent with the initiative vision for community stewardship.1 The goal of the position is to accelerate systems changes through community development by advancing policies and practices that ensure the non-displacement and sustainable long-term inclusion of HOPE SF families in the mixed-income community development on-going across their neighborhoods.  

A public-private partnership led by Mayor Breed, the San Francisco Foundation, and Enterprise Community Partners, the Partnership for HOPE SF is the nation’s first large-scale community development effort to rebuild public housing into vibrant, racially equitable and inclusive mixed-income communities without displacement of original residents. We believe that the symptoms of community trauma across are neighborhoods are the product of decades of intentional and racialized economic, political and social isolation, a lack of investment in economic development for the maintenance and improvement of the built environment, the loss of social capital with the flight of middle class families, and the segregation of poverty and exposures to high levels of violence. Mobilizing nearly $2.5 billion over twenty years, our public private partnership envisions a San Francisco where race and place are not barriers to opportunity and prosperity within the City.  

Essential overview priority areas of work for the Policy Director, Community Development, include the following:    

1 In a stewardship model, there is consistent and intentional action to promote inclusion and self-agency and residents are positioned as the driving force that will ultimately sustain the inclusion and upward mobility in the community. Community stewardship is a cooperative model where residents of all backgrounds and other community stakeholders, such as property managers, service providers and other local professionals, regularly engage with each other in decision making and joint problem solving. It prioritizes the talents and interests of residents, particularly those most often marginalized, as the stewards of the place where they live. This position reports directly to the Director of Community Leadership and is supported by the Senior Analyst, Community Development.

  1. Policies for No Displacement. Design and advance policies, practices and resource flows related to trauma-informed systems changes in connection with public housing. Provide policy leadership through eviction prevention and housing stabilization collaboratives, including for mixed-status or undocumented households. With support from the Senior Analyst, Community Development, the position oversees services and legal defense budgets, services plans, policy recommendations and services collaborations, and communications strategies related thereto, including; 

(2) Support Systems for Stabilized High Quality Homes. Design and advance policies, practices and resource flows related to relocation and housing retention rights for households as a result of housing redevelopment. In partnership with the Executive Director, acts as lead interface with project management and developer teams related to relocation and replacement rights, working to ensure 100% of our families are stably housed following relocation; and

(3) Partnerships for Inclusive Mixed-Income Community. Together with HOPE SF leadership staff and in partnership with the Mayor’s Office of Housing and Community Development (MOHCD), advance greater collaboration between development teams, City development funders (including economic development) and community anchors to align the place and people strategies of HOPE SF. How can the new “places” we are building become inclusive “spaces” for the communities we serve? Includes leading meetings with owner-operators, providing strategic leadership in various MOHCD development meetings, and providing strategic support to resident-driven development strategies to ensure a greater focus on community stewardship and heritage will be advanced and honored in the new developments.
