Rise Up, a program of the Public Health Institute (PHI), is seeking a dynamic, innovative public health professional to fill the role of Senior Program Manager. This individual will focus on managing our growing programs team and our programmatic monitoring and evaluation. Essential Duties & Responsibilities

Monitoring and Evaluation

•Lead Rise Up team in the implementation of an M&E system and oversee routine program monitoring activities. Ensure the quality and relevance of the monitoring and evaluation design.

•Contribute to the design and planning of an M&E framework that can be referenced throughout the program cycle.

•Contribute to overall programmatic impact strategy.

•Manage the integration of Salesforce to ensure complete and accurate collection of M&E data.

•Ensure the quality of M&E related data collected throughout programmatic implementation aligns directly with Rise Up indicators and deliverables across all programs.

•Document results of the M & E system and produce periodic reports required by Rise Up and funders.

•Manage outside evaluation firms and consultants to document impact.

•Train in-country consultants in data collection methodology and in the M & E system.

 

Staff Supervision

•Manage the program team and provide supervision for Oakland based program managers in support of overall Rise Up program strategy.

•Advise Program Director regularly on work assignments, staff issues, and opportunities.

•Continually assess project progress and inform and input on project management decision-making.

•Manage performance evaluation process in collaboration with Rise Up Senior Management.

•Perform other duties as assigned.

 

Minimum Qualifications

•Bachelor’s degree.

•7 years of related experience, with a minimum of 5 years of management experience responsible for supervising at least 2-3 direct reports.

•3 years professional experience in a senior M&E position, implementing M&E activities of international development projects.

•Experience working in similar programs, particularly in Rise Up’s geographic areas.

•Strong ability to think strategically across Rise Up programs in different geographies, particularly in relation to advancing policy affecting women and girls and corresponding programmatic tactics that result in desired changes.

•Proven success in designing, implementing, and operating project M&E systems across organizational activities.

•Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.

•Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies. Experience in planning and managing surveys, developing and refining data collection tools, and conducting data quality assessments and oversight in low-resource settings.

•Experience evaluating advocacy programs and strategies.

•Experience managing and providing ongoing training to supporting staff on M&E locally and internationally.

 

Desired Qualifications

•Master’s degree in related field preferred.

•Fluency in Spanish strongly preferred.

•This is a full-time (40 hours per week) position based in Oakland, CA.
