Environmental Health Coalition (EHC) is a San Diego/Tijuana non-profit environmental justice organization dedicated to empowering people, organizing communities, and achieving justice for low-income communities of color. We are an effective, results-oriented organization with a passion for social change. We have been making a difference in the lives of the individuals, families, and communities we serve for over 38 years. 

EHC is seeking a skilled and dedicated administrative professional to join our team. The Operations Manager must share a commitment to environmental and social justice and to social change. The Operations Manager is responsible in providing sound management of key elements in the organization including human resources, office management, information technology, data base management and staff sustainability.

The Operations Manager must be a detail-oriented individual with the ability to perform and oversee detailed administrative functions, manage consultant contracts, and supervise administrative staff. The successful candidate must have a team-based perspective, a strong sense of fundamental fairness, demonstrated respect for staff and the ability to remain calm under pressure.

PRIMARY RESPONSIBILITIES Office Management

  • Organization and maintenance of office systems.
  • Physical office management.
  • Oversees logistics and planning for large-scale agency events or multi-agency collaborative endeavors.
  • Oversees IT Contractor and HR Consultant.
  • Develops and oversees contracts with outside vendors and providers.
  • Serves as administrative liaison with organizations for which EHC serves as the fiscal agent
  • Addresses safety or OSHA complaints or concerns and takes a proactive stance in ensuring a safe environment for staff and visitors at EHC.

Human Resources Management

  • Coordinate with HR Consultant to ensure full compliance with federal, state, local laws and/or regulations, and to implement policies and documentation or processes to ensure such compliance.
  • Regular review and updating of personnel policies and practices in consultation with HR Consultant, Executive Director and Leadership Team.
  • Processes HR-related claims and required disclosures, including workers comp; leave processing and governance.
  • Manages employee benefits package and performs periodic review of employee benefits package.
  • Manages 401K program to include data entry, payroll reconciliation, submission of required disclosures and notifications and liaison with 401k administrator; staffs annual 401k committee meetings.
  • Liaison with health benefits brokers and benefit providers.
  • Manages staff development program and Healthy EHC team.
  • Implements all recruitment, hiring, and onboarding processes to attract and retain excellent staff, volunteers, and interns in collaboration with HR Consultant.
  • Maintains personnel files to EHC and State/Federal compliance standards.
  • Oversees payroll processing and maintains a payroll master sheet reflecting annual and monthly changes for each employee.
  • Maintains an employee benefits master sheet reflecting benefits and costs for each employee.
  • Manage workers compensation insurance and annual audit.

IT / Database Management

  • Supervises and manages IT services for organization, including contracts.
  • Supervises and manages Database systems, including contracts.
  • Provide proactive, strategic forecasting, together with the IT Contractor, in order to ensure continuous and ongoing improvement to office technological capabilities; keeping abreast of and implementing new and innovative methods and systems.

Fiscal Management

  • Ensures accurate reviews of HR, health insurance bills, administration, and operations related invoices.
  • Ensures coordination between fiscal department staff and employees when wage garnishments or other payroll deductions occur.
  • Provides review of checks to ensure compliance with best practices in auditing procedures.
  • Assist fiscal department in monthly reconciliation in accounting software system.

Organizational Governance

  • Monitor, manage and evaluate organizational insurance policies.
  • Manage corporate records.
  • Develop and manage contracts with outside providers, working with Executive Director.
  • Develops and maintains operational policies and practices.

Part of the Team

  • Maintain an esprit de corps among EHC staff.
  • Enable EHC staff to excel through encouragement and development opportunities.
  • Assist with conflict resolution by utilizing established protocols and policies.
  • Maintain a high level of confidentiality surrounding staff HR and managerial information.
  • Demonstrate an ongoing affinity with social justice organizations, non-profit environmental, environmental justice and related interests and the staff who have chosen to do this work.

REQUIRED QUALIFICATIONS AND SKILLS

  • A demonstrated track-record of success and expertise in mid-level management.
  • At least 2 years’ experience working in human resources.
  • At least 2 years’ experience working with data systems and IT.
  • Experience leading and participating on teams with shared responsibility for decision-making.
  • High level of attention-to-detail.
  • Fiscal management and/or bookkeeping experience.
  • Demonstrated experience supervising staff.
  • Excellent oral and written communication skills.
  • Ability to handle multiple tasks, work under pressure, and maintain attention to detail.
  • Proficient with relevant computer programs including Microsoft Word, Outlook, Excel, Access, HRIS systems, payroll systems, data base systems, and QuickBooks.
  • Must demonstrate the ability to be culturally competent in all respects.
  • Excellent analytical ability.

PREFERRED QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Business, Finance, Human Resources, Sociology or related field; or Master’s degree in a related field of study preferred
  • Familiarity with CRM software such as CiviCRM
  • Bilingual – English/Spanish
