REPORTS TO: Economic Development Director
FLSA STATUS: Exempt - Administrative
CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.
PAY GRADE: 117

Purpose of Job
The purpose of this job is to manage the business development aspects of the department, including prospect outreach, project management, and other duties as assigned. Duties and responsibilities include, but are not limited to, implementing economic development programs, generating business leads, contributing to marketing efforts, and conference and trade show attendance.

Job Related Requirements

WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m. Occasionally may be required to work outside of normal business hours.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions:

Bachelor's degree in Economics, Marketing, Business Administration, Real Estate, or related discipline; and two years of economic development, project management, marketing, public relations, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Supervisory experience is preferred.

Must possess a valid driver's license.

Essential Duties, Knowledge Skills & Abilities:

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Plans, organizes, develops, and executes prospect visits.
  • Assists the Director in creating incentive packages for prospective industry and businesses.
  • Assists in creation and implementation of proactive recruitment strategies.
  • Conducts periodic research and overviews of identified industry sectors or companies.
  • Works with local community to understand needs and identify opportunities for growth.
  • Responds to requests for information and/or requests for proposal as necessary.
  • Prepares, composes and processes correspondence, memoranda, reports and forms from oral or written instructions; also edits proposals, reports and correspondence.
  • Attends trade shows/conferences.
  • Participates in web site updates, social media outreach, and other electronic marketing.
  • Attends meetings to obtain information for staff and Director.
  • Plans, promotes, and markets special events.
  • Prepares prospect reports, packages and informational materials as assigned by the Director.
  • Assists in preparation of informational publications, marketing materials, e-newsletters, etc.
  • Acts as initial contact for people seeking information about the Economic Development Department.
  • Coordinates dinners, trade shows, and conferences.
  • Assists in creation and implementation of Department marketing plan to attract and develop business opportunities.
  • Writes articles for publication submission in accordance with the Public Information Office established guidelines and gives media interviews to publicize programs, projects, ordinances and pertinent information.
  • ·Attends business/ development / association meetings.
  • Prepares, composes and processes correspondence, memoranda, reports and forms from oral or written instructions; also edits proposals, reports and correspondence.
  • Plans, promotes, and markets special events.
  • Assist in developing and monitoring Departmental budget.
  • Performs other duties as assigned.


When Assigned to Entrepreneurship and Innovation:

  • Manages relationships with and among key stakeholders of the entrepreneurial ecosystem.
  • Networks and continuously engages with all actors of the ecosystem to be aware of trends, challenges, risks, and opportunities.
  • Creates opportunities for partnerships with local entrepreneurship and creative sector businesses and organizations.
  • Integrates initiatives that empower innovation and entrepreneurship.
  • Invites, welcomes, and engages new entrepreneurs, matching available resources and individuals appropriately.
  • Curates resources for small businesses and acts as a liaison to small businesses.
  • Manages innovation economy assets.
  • Remains informed about and reports on global and national trends, coordinating with other ecoysystem builders and relevant (inter-) national organizations.
  • Creates and manages Departmental marketing brand and marketing plan.
  • Prepares biweekly payroll time sheets and maintains leave balances.
  • Maintains essential supplies for the office.
  • Establishes and coordinates the implementation of operating policies and procedures for the office, including filing and records management policies.
  • Measures and reports on ecosystem health.
  • Raises awareness of entrepreneurial community, continuously educating and storytelling about ecosystem activity through web site updates, social media outreach, and other electronic marketing.
  • Reconciles administrative accounts.


Knowledge, Skills and Abilities

  • Knowledge of the policies, procedures, and activities of the Department and agency financial documentation requirements.
  • Knowledge of financial system within the Department.
  • Knowledge of the terminology used within the Department.
  • Knowledge of bookkeeping, modern office procedures, government and Department policies and procedures and methods as required in the performance of duties.
  • Skill in written and oral communication, in the use and operation of a computer and general office machines.
  • Skill in organizing work and dealing with the public.
  • Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
  • Ability to communicate effectively with supervisors and other staff members.
  • Ability to use independent judgment in routine and non-routine situations.
  • Ability to handle required mathematical calculations.
  • Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
  • Ability to plan, organize and/or prioritize daily assignments and work activities.
  • Ability to comprehend and apply the regulations and procedures of the Department.
