Employment Services Manager

The SF LGBT Center’s Economic Development Team seeks an experienced Employment Services Manager. The candidate should approach the work with a racial equity lens and have experience supporting and managing staff working with diverse communities with a wide range of needs and experiences. The candidate should exemplify our team leadership values that include:

The Employment Services Manager coordinates and supports the implementation of employment services programs with the support of the Director of Economic Development including the LGBTQ Employment Program and the Trans Employment Program (TEP). Overall responsibilities include: team member supervision, supporting day to day programming, events, and client services; working with the team and funders to setup program goals, budgets, and progress reporting. In addition, the Employment Services Manager will develop and manage employer relationships, program planning, staff development, and is responsible for tracking data and reporting on program goals and budgets.
Program Management: Under the general direction of the Director of Economic Development, design and implement initiatives specifically tailored for trans/GNC/LGBTQ community members and that remove barriers to employment and support skill gains for job seekers. These initiatives may include programming which bundle workforce development, economic security, and/or small business services.
Develop, track and assess annual program plans for all employment services programs to ensure alignment of programming with grant deliverables and program priorities
Maintain and support Employment Services Program administration, including reporting, filing, supporting all audit preparation and developing monthly and annual program reports. Maintain client files and ensure client confidentiality for program participants.
Ensure data collection and program evaluation that measure program impact. Evaluate program success against established benchmarks and work with the team to improve programs.
Lead collaboration for program outreach strategies with employment services team and marketing team including planning and coordinating outreach events; drafting of outreach materials
Maintain relationships with collaborative partners, professional networks, and other community groups supporting collaborative programs and activities, referrals, and initiatives. Represent the agency in various workforce and economic development meetings and events
Support fundraising for the program, maintain overall communication with funders and grantors in this work, including the Human Services Agency, SF Office of Economic and Workforce Development and foundation/corporate funders.
Provide support as needed to gather information for grant reports to develop and submit grant proposals
Research emerging trends and strategies in in the workforce and vocational services sector, and participate in long-range program planning
Team Management: Model and cultivate a strong and healthy workplace culture with a whole-person approach to management and supervision. Directly supervise Employment Services Specialist(s) and Associate(s) as well additional Employment Services program staff, interns or volunteers that join the team as the program grows.
Provide direct supervision that ensures each staff member has ongoing support for direct service work, including tools to work with vulnerable clients and community engagement
Create an individual work plan for each staff supervised that supports sustainable capacity for program deliverables and includes professional development strategies
Provide internal trainings and arrange external trainings to support the professional development and build the capacity of team members in employment services
Program Delivery: Work with the employment services team to support ongoing direct services and programs.
Provide individual services to program participants, including intakes and assessment, case management, coaching on job search and career development, and placement of individuals in jobs
Assess participants' occupational skills and interests as they pertain to the local job market and assist them in setting and reaching appropriate employment objectives. Provide career and vocational and employment counseling and support the development of an Employment Action Plan
Provide ongoing support to participants in the implementation of their Employment Action Plan as they navigate the job market and provide internal and external referrals as needed
Coordinate, develop, and facilitate job search workshops and groups tailored specifically for trans/GNC/LGBTQ community members with multiple barriers to employment on a variety of topics including: resume and cover letter writing; completing employment applications; interviewing techniques; networking; effective workplace communication
Develop and facilitate individual and group instruction through demonstration, lecture, guest speakers, cooperative learning activities/ teaching which address learning styles and disabilities
Manage LGBTQ Career Fair and other hiring events throughout the year, including leading the team on employer engagement, and program development
Understanding of the needs of vulnerable LGBT communities, strategies to meet their needs, and ability work with a broad range of constituents, program participants, and stakeholders representing the full diversity of the LGBTQ and allied communities
Commitment to the mission of the SF LGBT Center and a strong commitment to racial, social and economic justice. A champion for building pathways for people not served by mainstream systems
Experience in supervising staff with a wide range of work styles and a racial equity lens.
Minimum two years of experience working in workforce development and/or trauma-informed case management work
Demonstrated ability to work with a broad cross-section of the LGBT community. Strong competence in transgender issues and culture is highly desired
Strong communication and interpersonal skills, ability to maintain confidentiality
Innovative and entrepreneurial approach, including solution-oriented approaches to complex issues. Commitment to alternative organizational structures and leadership models that share power and decision making with team members effectively.
Ability to work in a culturally diverse and fast-paced environment.
Fluency in English is required. Spanish bilingual skills highly desired.
Extremely organized, efficient and detailed oriented.
Excellent computer skills, including experience with Microsoft Office (Word, Excel, PowerPoint, Access, Outlook). Salesforce proficiency highly desired. Experience with project management tools.
Availability on some weeknights and occasional weekends
