The Director of Finance and Operations has primary responsibility for ensuring the effective and efficient financial, administrative, and operational functions of Refugees International (RI), both in the home office and for overseas missions. The director will play a critical role as a member of RI’s management team in strategic decision-making and operations as RI continues to enhance its quality programming and build capacity. The director leads, develops, and supervises an internal financial, human resources, and operations team to support the following areas: finance, business planning and budgeting, administration and human resources management, and IT. Principal Duties and Responsibilities

FINANCIAL MANAGEMENT

  • Reporting: Responsible for monthly, quarterly, and year-end financials in an accurate and timely manner; clearly communicates the implication of these reports to senior management. Provides quarterly  analyses of the financial situation of the organization ( including annual forecasting, liquidity analysis and management level narratives) for meetings of the Board’s Finance Committee and Executive Committee.
  • Grants: Reviews financial reporting material for all donors; ensures, in close cooperation with the Vice President for Philanthropy and the Vice President for Programs and Policy, that resources are allocated in full compliance with stated donor intentions and oversees all financial, program, and grant accounting.
  • Accounting: Ensures that the accounting is in accordance with GAAP, non-profit accounting principles and standards; ensures staff follow established procedures; and updates the accounting manual as needed.
  • Budget: Oversees the annual budgeting exercise and planning process in conjunction with the President and Management Team in order to have the budget completed and presented to the Finance Committee and to the Board by the President and the Treasurer for approval. Once approved by the Board, monitors progress and compliance of expenses.
  • Investment: monitors, in close cooperation with the President and the Board’s Investment Committee Chair, the performance of the organization’s investment portfolio and works closely with the Investment Committee. Responsible for the sale of stock donations in a timely manner.
  • Cash flow & forecasting: In conjunction with the President, manages organizational cash flow and forecasting.
  • Internal financial control: Maintains appropriate financial controls; if lacking, institutes controls, according to audit findings and overall best practices. Ensures accounting records, tax filing copies, and other records are maintained properly and safely stored.
  • Statutory compliance and filing: Ensures the timely submission of statutory fillings: Federal and State.
  • 401k administration: Oversees administration of RI’s 401k plan, including the submission of Form 5500 and mailing relevant documents to participants.
  • Payroll: Since more than 50 percent of organization’s expenses are salaries and benefits, oversees and ensures accurate processing of payroll according to IRS rules and regulations.
  • IRS inquiries and audit: Represents the organization before the IRS with regard to inquiries and audit. Coordinates and leads the annual audit and tax preparations and filings; liaises with external auditors, tax accountants and the Finance Committee of the Board of Directors.

ADMINISTRATION AND OPERATIONS

  • Human Resources: The Director supervises the overall HR function. This includes recruitment of new staff; maintenance of appropriate records; responsibility for DoL audits; development and maintenance of evaluation processes; advising on salary scales, merit raises, and cost of living increases; also works with management to ensure compliance with RI policies and U.S. labor law in the event of any disciplinary actions; the Director’s office will also oversee the recruitment of fellows and the orientation of new employees.
  • Insurance and Licensure: Oversees the review and renewal of all insurance policies that affect the organization, including ones related to facilities, liability, health, benefits, and safety; ensures that RI complies with mandatory and voluntary standards; oversees the biannual self-survey for compliance with industry standards.
  • Security: Serves as the security focal point by ensuring that all efforts and procedures are in place to provide for staff and organizational security, especially for field missions involving staff, consultants, and volunteers; represents RI in coordination efforts regarding safety and security; conducts an annual review of security procedures and training; implements regular security and safety drills on a quarterly basis.
  • Policies and Procedures: Conducts an annual review of policies and procedures for organization and staff; ensures that all staff, consultants, and volunteers are informed of procedures and are in compliance with them.
  • Contracts: Implements a robust contracts management and financial management/reporting system; ensures that the contract billing and collection schedule is adhered to.
  • Legal: In close collaboration with the President, works to ensure that organization is in compliance with rules and regulations governing the operations of the organization and protected from legal liability. Conducts staff trainings as needed.
  • Office  space and systems: Supervises and works with the Operations Manager and others to ensure that IT, operational systems, and all other office procedures support the effective operations of the organization.

Special Education/Experience Requirements:

  • MA/MBA with emphasis in Accounting, Business Administration, and Human Services. CPA a welcome qualifier. A minimum of ten years of overall professional experience, at a management and financial level, including supervisory responsibilities, and preferably with the multifaceted aspects required from an organization working internationally.
  • Experience with security management, HR, staff care, and business insurance.

Special Knowledge/Skills Requirements:

  • Knowledge of and practice in non-profit accounting principles and standards. Knowledge of CYMA accounting software helpful.
  • A successful record in setting priorities, and communicating clearly with staff in a constructive and engaging manner.
  • Excellent communication and relationship skills.
  • A multi-tasker with personal qualities of integrity, credibility, and dedication to the mission of Refugees International.
