Reporting to the VP of Litigation, the Operations Manager is responsible for overseeing delivery of business and administrative services at Earthjustice’s complex DC office and for partnering with senior staff there to develop and deliver strong culture and team building practices. The Operations Manager is responsible for facilities planning and management, including serving on point for the design and selection of new Earthjustice offices for 2020. The Operations Manager liaises with central Operations teams to align administrative and office practices with strategic goals, ensuring that all staff located in the DC office receive the support, tools and resources they need to thrive in their roles.


Administration & Financial (20-25%)

  • Oversee the effective and equitable delivery of administrative services to all staff located in the DC facility, across Litigation, Communications, Operations and Development departments.
  • Serve as a thought partner to the DC based senior staff on the provision of services and improving communication and collaboration with Operations departments.
  • Oversee DC administrative and facilities budget; develop annual budgets and projections; manage spending in accordance with that budget; provide oversight for responsible handling and expenditure of funds; and produce quarterly analysis and forecasts as assigned by Finance department.
  • Partner with the Managing Attorney to: develop a DC litigation program budget; manage spending in accordance with that budget; and produce quarterly analysis and forecasts as assigned by Finance department.
  • Liaise with the Finance team staff to ensure compliance with Earthjustice fiduciary policies and procedures.
  • Coordinates with central Operations team, DC management staff and other Legal Practice Administrators/Managers to assist in the development of best business practices and procedures; creates strategies to improve them when opportunities arise; takes initiative to identify cost-saving strategies that can be implemented without impairing office operations; implements and manages those plans; and monitors current processes and procedures.
  • Serve as back up for Legal Practice Administrator and Legal Practice Assistant, as needed.
  • Provide project management support to the VP of Litigation, as needed. 

People & Culture (25-30%)

  • Partner with VPs and managers across DC departments to develop tools, services and activities that enhance the team culture, collaboration and morale among all DC staff. Support the interconnectedness between DC staff and staff across the organization, through video conferences, learning lunches, and other practices.
  • Plan and produce events, learning initiatives and other activities that strengthen and support team building across DC staff and teams.
  • Support and champion collaboration and coordination between Finance, Human Resources, DEI and Information Technology teams to better deliver services to DC based staff and to ensure the needs of local staff are being represented throughout operations.
  • Contribute to hiring processes and teams; maintain hiring records in accordance with Earthjustice policy.
  • Collaborate with hiring managers to develop effective onboarding plans for all new hires, including orientation steps, professional development needs, introductions, etc., to set up new hires for success.
  • Liaise with Human Resources department and work with DC senior management to assist with personnel issues as needed, as well as provide instructions and guidance to employees on human resources procedures and documentation requirements.
  • Contribute to a culture of collaboration and partnership by encouraging staff and team members to view and conduct themselves as members of a truly integrated organization, working cross departmentally toward common goals.
  • Act as visible champion for integrating diversity, inclusion, and justice throughout the office, participate in management and diversity training, and model inclusive behaviors.
  • Provide project management support to the VP of Litigation, as needed.

Facilities Management (25-30%)

  • Lead and manage the DC facilities functions, including operations, maintenance, logistics, shipping, supplies, security and reception.
  • Plan, budget, and oversee DC facilities projects and day to day needs, including equipment, labor, materials, furniture, and other related items, services and features of facilities operations.
  • Manage vendor services needed for maintenance of DC office facilities and negotiate procurement contracts for facilities services and products.
  • Communicate with department managers to discern space needs and recommend and coordinate solutions, allocating space as appropriate.
  • Set goals and standards for office efficiency and usage with the aim of supporting organizational equity and cost effectiveness.
  • Collaborate with relevant staff to ensure effective delivery of emergency planning and business recovery systems and procedures in DC, including the implementation, documentation and training of such systems and procedures. 
  • Other duties as assigned.

Supervisory Responsibilities (20%)

  • Supervise, provide feedback and support the professional development of a Legal Practice Administrator and Legal Practice Assistant. Hire and supervise temporary staff, interns and other project staff as needed.


  • Bachelor’s degree in a related field required, project management certification a plus;
  • Five years of non-profit administrative management;
  • Hands on experience with the operations and business functions of an organization, preferably in a generalist or cross-disciplinary position;
  • Excellent project management skills and attention to detail; ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast paced environment;
  • Facilities management and space planning experience strongly preferred;
  • Strong critical thinking skills with the ability to look at the “big picture” and identify areas that need improvement as well as areas where costs could be reduced or time could be saved in order for the organization to perform at an optimal level;
  • A positive force in encouraging creative and solutions-oriented thinking and contributing to a positive, professional and dynamic work environment;
  • Excellent interpersonal and communication skills with the ability to translate complex data into relevant and understandable information; ability to train or instruct others in business processes and/or tools to support those processes;
  • Highly proficient with Microsoft Offices suite of programs; experience with databases and other business applications
  • Proven track record of successfully meeting organizational goals and deadlines; solid budget management experience.
  • Demonstrates an awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.
