The purpose of this position is to coordinate and supervise the association's accounting staff, accounting processes, banking & cash management, and payroll administration functions.
 
Functions:

  • Supervises the general accounting function, which includes inter-company accounting, cash management/reconciliation, financial reporting, and balance sheet management.
  • Analyzes, reviews and reconciles accounting subsystems to the general ledger. Manages coordination of the master ledger chart of accounts for all funds.
  • Reviews general ledger, accounts payable, accounts receivable, and budget reports to identify and correct accounting and budgeting errors and to reconcile accounts.
  • Responsible for reviewing monthly/quarterly account reconciliations and other documents to ensure compliance with standards.
  • Supervises year-end general ledger closing processes.
  • Responsible for the production, review and delivery of monthly financial reporting.
  • Ensures that financial reports are prepared in accordance with GASB, FASB and statutory standards as required.
  • Provides technical accounting GAAP guidance and support to all company entities.
  • Ensures that company financial records are maintained in compliance with company policies and US GAAP.
  • Evaluates the accounting and financial needs for any recommended new programs or endeavors of the association.
  • Responsible for payroll administration; duties include processing payroll, importing payroll journal entries into the accounting system and reviewing payroll liability accounts to confirm that benefit costs are being calculated and posted accurately.
  • Supervises the completion of Federal and State tax reporting requirements insurance reports and other reports required by government regulation in the various funds.
  • Acts an authorized representative of the association for the management of banking and investment custodial accounts.
  • Monitors cash balances for all operating accounts and makes recommendations for purchase or liquidation of association investments to meet cash flow requirements. 
  • Initiates or approves wire transfers for and ACH debits and credits as a part of dual internal control.
  • Establishes and oversees cash flow analysis and projections.
  • Attends key meetings, both internal and external as assigned by the Comptroller. Communicates with the Comptroller on relevant issues from these meetings. Acts on behalf of the Comptroller as assigned or in their absence.
  • Ensures that policies and procedures (internal controls) are followed to provide reasonable assurance that association assets are protected.
  • Recommends internal control, accounting, and financial reporting policies to the Comptroller.
  • Coordinates work relating to both internal and external audits for the periodic review of the company financial records.  Responsible for the implementation of agreed upon recommendations resulting from audit findings.
  • Assists Comptroller in the preparation of the annual audit reports for all funds and the audit presentations to the audit committee and various Board of Directors.
  • Assists Comptroller with annual budget development and preparation of budget presentations for the budget committees and the various Board of Directors.
  • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.
  • Arranges opportunities for accounting staff to expand their knowledge base and responsibilities and to build a cohesive departmental team. Provides cross-training to ensure that all accounting processes can be maintained and that future staffing requirements are met.
  • Responsible for setting, monitoring and evaluating goals for directly managed employees.        
  • References pension plan documents, actuarial reports, investment reports, bank statements, invoices, accounts payable and receivable transactions, checks, journal entries, trial balances, general ledgers and financial reports in performing assigned job duties.

Qualifications:

  • Bachelor's degree, Masters preferred, in accounting or finance related field required; ten years of experience in fund accounting, financial management, investments or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • A minimum of seven years of responsible leadership experiences in management or supervisory positions.
  • Local government experience and CPA certification preferred.
