THE EXECUTIVE DIRECTOR

Napa County First 5 Children and Families Commission seeks an outstanding and influential leader in the field of early childhood development and family policy who is passionate about our vital role in the community.  This Leader will direct and oversee the planning and implementation of the goals and efforts in Napa County to provide children prenatal through 5 years of age with a comprehensive, integrated system of services in accordance with the provisions of the California Families First Act of 1998.

The Executive Director is accountable to the First 5 Commission and serves as their representative with a high standard of integrity consistent with the Commission’s values, guiding principles, policies and established service priorities. Ideal candidates are strategic thinkers with implementation skills and community leadership experience. As the voice of First 5 Napa, speaking and facilitation experience along with the natural ability to connect groups and individuals are valued attributes.

This individual must be a highly organized administrator who is adept at managing and supporting a team. Experience in managing a complex budget with financial, policy and reporting responsibilities is highly beneficial in this role.

Essential Functions

  • Lead the continual development and implementation of the First 5 Napa Community Plan. 
  • Oversee the grantee application and contracting process to ensure accountability and maximize outcomes.
  • Evaluate all program activities promoting collaboration and service integration.
  • Ensure funded services are accessible, effective, culturally relevant, placing priority on serving children and families with the greatest needs.
  • Work collaboratively with the community and all stakeholders to actively advocate on behalf of Napa County’s children and their families to refine ideas and develop partnerships to leverage funds from various sources and create integrated systems of care.
  • Plan and host First 5 events, including public awareness campaigns, educator forums and various other types of events.
  • Manage, lead and engage a team of four-five key staff members in program, contracts and quality management for continued peak performance.
  • Analyze, investigate and make innovative, solutions-oriented recommendations on complex and/or sensitive issues in order to assist the Commission in informed decision-making.
  • Ensure coordination / participation of the Commission and subcommittee meetings and activities including preparation of agendas, action items and other documentation.
  • Provide administrative oversight and financial management of the Commission in accordance with applicable, County, State, and Federal rules, regulations and procedures, related but not limited to: budget; revenue and expenditures; and preparation of the annual report and audit to First 5 California and California State Controller. 
  • Represent the Commission at local, regional and statewide meetings and participate in regional workgroups; monitor current and developing legislation and opportunities for systems changes; keep Commission, staff and other stakeholders apprised of any legislative or other potential issues regarding Proposition 10 resources.
  • Develop and implement community outreach services by making presentations to the Commission, elected officials, community groups and members of the public.
  • Work collaboratively with community stakeholders to actively advocate on behalf of Napa County’s children and families. 

DESIRABLE EMPLOYMENT QUALIFICATIONS

As an exempt position, the qualifications listed below are desirable and will be used for screening purposes to determine the strongest candidates for the Executive Director position.

  • Bachelors with a focus on early childhood development, psychology, sociology, social work, nursing, education, public administration, public policy, and health services. Master’s Degree preferred.
  • 3-5 years of experience developing and managing an agency, division or major program, preferably involving the provision of services to children and their families.
  • 3-5 years of administrative experience overseeing budgets, contracts, multiple revenue streams and expenditures.
  • Knowledge / passion of the mission, vision and goals of First 5 Napa Children and Families Commission. 
  • Knowledge and experience working with public and private organizations
  • Experience supervising management-level staff that has responsibility for diverse functional areas.
  • Proven strong interpersonal skills and effective in working with staff, Commissioners senior leaders and partners. 
  • Knowledge of current early childhood development and practices for children 0-5 highly desirable.  
  • Able to travel locally; has valid California driver’s license and insurance.  

SALARY AND BENEFITS

Salary: $100,000 - $125,000   D.O.E.
