The Public Health Institute (PHI) is hiring a Deputy Director of Bid and Proposal to direct, organize and manage PHI’s grant and contract applications to federal and state agencies and foundation funders; submissions that result in $100M+ in annual revenue. Additionally, this individual will supervise, support and engage PHI’s Development Specialists who assist with the preparation, review, and submittal of grant and contract applications.

Your contributions will include:

 

•Leading overarching Bid and Proposal functions to assure compliance, risk analysis, budgetary accuracy, consistency with PHI mission and capacities, and compliance with funder guidelines.

•Supervising a team of 3-4 Development Specialists including coordination of activities; communication of pre-award policies and procedures to be implemented; evaluation of performance; and development of training plans.

•Coaching and mentoring staff for professional development and on best practices related to the field.

•Communicating and executing key policies and procedures regarding proposal submission and budget development.

•Lifting up issues that arise during the entire bid and proposal process, identifying which can be managed within the group and which require Senior Management attention to ensure accurate, compliant submissions with implementation risks minimized.

•Working directly with Principal Investigators/Project Directors to resolve issues that arise during the proposal process and to ensure timely and accurate submissions.

•Evaluating RFP’s/RFA’s for fit with PHI’s mission and with intent to assess implementation issues and funder compliance flags.

•Reviewing and approving proposals including risk analysis, budgets, and compliance issues.

•Communicating with funders to ensure compliance with all submission requirements.

•Using and maintaining custom database tracking system to provide routine and ad hoc information to senior management and text necessary for proposal submission.

•Ensuring smooth coordination and transition with other departments; field requests for information and clarification of policies and procedures.

•Working with Development, G&C, Finance, Legal, Operations, and HR to coordinate efforts across pre-award, post-award, accounting and compliance to address a variety of issues related to the solicitation and awards of grants and contracts.

•Creating and generating reports/dashboards for Board, Committees and other agencies

•Participating in interdepartmental management team meetings.

•Serving on the PHI Central Credentialing Committee.

 

Minimum Qualifications

 

•Bachelor’s degree in a related field.

•Master’s degree in a related field is highly preferred.

•8 years of related experience with increasing responsibility in proposal development and staff supervision.

•Proven staff management, project administration, and financial management skills

•Substantial pre-award experience in a university or large nonprofit setting with demonstrated expertise with federal and state contract and grant regulations as they apply to nonprofit organizations.

•Advanced ability to manage relationships and communicate with broad and diverse constituencies with advanced customer service skills. Demonstrated ability to communicate and interact effectively with others in all types of situations.

•Extensive knowledge about current federal, state, and private grant application rules, regulations, and application packages.

•Experience working with internationally-based clients and colleagues.

•Excellent writing and presentation skills using Microsoft Office Suite platforms.

•Working knowledge of CRM systems, including but not limited to Salesforce and PeopleSoft.

•This is a full time (40 hours per week) position based in Oakland, CA.
